About this file

This is a Proposal Tabulation document for the City of Sebastian, Florida's Request for Qualification (RFQ) Solicitation #26-6-RFQ for Continuing Coastal Engineering Services. The RFQ seeks to select multiple highly qualified consulting firms to provide professional services for the city's interior waters, adjacent waters, and Indian River Lagoon shorelines, including shore protection, erosion control, waterway and channel management, waterway access improvements, and project management involving complex permitting with the U.S. Army Corps of Engineers, Florida Department of Environmental Protection, and St. Johns Water Management District. The solicitation required proposals to be submitted electronically via VendorLink by February 6, 2026, at 2:00 PM local time, with a virtual proposal opening scheduled for 2:05 PM the same day. Questions were due by January 22, 2026, at 2:00 PM. The contract will be a non-exclusive agreement with an initial three-year term and potential for three additional one-year renewal periods upon mutual agreement. Ten firms submitted proposals and were evaluated using an adjectival-based scoring system across five key criteria: firm profile (20 points), coastal engineering knowledge and methodology (32 points), regulatory knowledge and methodology (16 points), staff credentials and project team (20 points), and references (12 points), for a maximum of 100 points.

Compensation will be structured through mutually negotiated Continuing Services Agreements (CSAs) on a task basis, with specific pricing to be determined through individual task negotiations rather than fixed amounts stated in the solicitation. Minimum qualifications for firms include five years of continuous business operation, appropriate Florida professional licenses, at least five years of relevant municipal, county, state, or federal project experience, and professional certifications. Firms must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence), Business Automobile coverage ($1,000,000), Workers' Compensation at statutory limits, and Professional Liability Insurance ($1,000,000 per claim). The City reserves the right to award contracts to a minimum of three firms and to conduct oral discussions with top-ranked firms before making final recommendations to City Council. The solicitation indicates interest in providing opportunities for small businesses, minority-owned businesses, and women's business enterprises, though no explicit set-aside designations are specified.
