About this file

This is a Proposal Opening Agenda document for the City of Sebastian, Florida, detailing the opening of the Request for Qualification (RFQ) 26-6-RFQ for Continuing Coastal Engineering Services held on February 12, 2026. The City of Sebastian seeks to procure coastal engineering services for interior waters, adjacent waters, and Indian River Lagoon shorelines, including shore protection, erosion control, waterway and channel management, and waterway access improvements. The solicitation anticipated multiple contract awards to qualified consulting firms. Proposals were due electronically via VendorLink on February 6, 2026, at 2:00 p.m. local time, with a virtual proposal opening conducted on the same day at 2:05 p.m. The tentative award date is March 11, 2026. The contract will be structured as a non-exclusive agreement with an initial three-year term and potential for three additional one-year renewal periods upon mutual agreement. Ten firms submitted proposals: Baird, Coastal Technology Corporation, Coastal Waterways Design & Engineering LLC, Cummins Cederberg Inc., Dredging & Marine Consultants LLC, Foth Infrastructure & Environment LLC, Geosyntec Consultants, Kimley-Horn and Associates Inc., McMahon Associates Inc., and Taylor Engineering Inc.

Compensation will be determined through mutually negotiated Continuing Services Agreements structured on a task basis, with specific pricing to be established during individual negotiations based on detailed scopes of work and budgets. The solicitation encourages participation from small businesses, minority-owned businesses, and women's business enterprises but does not specify formal set-aside designations. Selected firms must maintain comprehensive insurance coverage, including Commercial General Liability ($1,000,000 per occurrence), Business Automobile coverage ($1,000,000), Workers' Compensation at statutory limits, and Professional Liability Insurance ($1,000,000 per claim). Qualifying firms must have been in continuous business for at least five years, hold appropriate Florida professional licenses, possess at least five years of relevant municipal, county, state, or federal project experience, and maintain relevant professional certifications. The evaluation process will utilize an adjectival-based scoring system assessing proposals across five areas: firm profile, coastal engineering knowledge, regulatory methodology, staff credentials, and references, with a maximum of 100 points. A Cone of Silence is in effect until award, and all evaluation communications will be posted on VendorLink.
