Meeting Notice for Continuing Coastal Engineering Services Evaluation Committee

This is an Evaluation Committee Meeting Notice issued by the City of Sebastian, Florida's Procurement Division regarding the 26-6-RFQ for Continuing Coastal Engineering Services. The evaluation team will convene on March 17, 2026, at 9:00 a.m. at City Hall in Sebastian to discuss and rank written proposals submitted by offerors. The meeting will be conducted as a public proceeding and will be available both in-person and virtually via Zoom, with proceedings recorded per Florida Statute 286.011. The agenda includes team discussion of written responses, individual ranking of proposals, and public comment limited to three minutes per speaker, with an anticipated adjournment at 10:30 a.m. Proposals were due electronically via VendorLink on February 6, 2026, at 2:00 p.m., with a virtual proposal opening scheduled immediately thereafter at 2:05 p.m. The RFQ seeks to award non-exclusive contracts to multiple highly qualified consulting firms for an initial three-year term with potential for three additional one-year renewal periods upon mutual agreement.

The evaluation process utilizes an adjectival-based scoring system with a maximum of 100 points, assessing proposals across five key areas: firm profile, coastal engineering knowledge, regulatory methodology, staff credentials, and references. Minimum qualifications require firms to have operated continuously for at least five years, hold appropriate Florida professional licenses, possess at least five years of relevant municipal, county, state, or federal project experience, and maintain professional certifications. Compensation will be structured through mutually negotiated Continuing Services Agreements on a task basis with detailed scopes of work and not-to-exceed or lump sum budgets determined during individual negotiations. Required insurance coverage includes Commercial General Liability ($1,000,000 per occurrence), Business Automobile coverage ($1,000,000), Workers' Compensation at statutory limits, and Professional Liability Insurance ($1,000,000 per claim). The City reserves the right to award contracts to a minimum of three firms and to conduct oral discussions with top-ranked firms before making final recommendations to City Council. The solicitation indicates interest in providing opportunities for small businesses, minority-owned businesses, and women's business enterprises, though specific set-aside designations are not explicitly defined.
