The evaluation will utilize an adjectival-based scoring system assessing proposals across five key areas: firm profile, coastal engineering knowledge, regulatory methodology, staff credentials, and references, with a maximum of 100 points possible. Minimum qualifications require firms to have been in continuous business for at least five years, hold appropriate Florida professional licenses, possess at least five years of relevant municipal, county, state, or federal project experience, and maintain professional certifications. The City reserves the right to award contracts to a minimum of three firms and may conduct oral discussions with top-ranked firms before making final recommendations to the City Council.

The original Request for Qualification shall remain in full force and effect, except as modified herein, which shall take precedence over any contrary provisions in the prior documents.

• Question 1: Regarding the above RFQ, can you please provide a list of firms that are currently contracted or incumbents from a previous contract?
Answer: This is a new RFQ. There are no incumbents.
• Question 2: Under the existing (soon-to-expire) contract, who are the current incumbents?
Answer: This is a new RFQ. There are no incumbents.
• Question 3: What was the total contract amount under the previous agreement?
Answer: This is a new RFQ.
• Question 4: How are the projects award to the selected firms?
Answer: Please refer to section 2.3 of the solicitation document.
• Question 5: In the Proposal Submittal Format, page 14 under the Compliance Check section requires upload of professional licenses and certifications for each key person. Page 16 under Section 5 – Staff Credentials and Project Team also instructs proposers to include current professional licenses and certifications. Should these documents be provided in both the Compliance Check upload and within the Proposal Submittal?
Answer: No. Section 3.8.1(J) has been removed. Please see the attached revised solicitation.
Additionally, if licenses and certifications are included in the Proposal Submittal, do those pages count toward the 50 page limit for the proposal?
