About this file
This Statement of Work (SOW) details concrete repair requirements for the Federal Aviation Administration (FAA) Denver Air Route Traffic Control Center (ARTCC) main entrance in Longmont, Colorado. The project involves repairing two concrete slabs (Slab A: 323 SF and Slab B: 102 SF) with significantly different repair approaches. For Concrete Slab A, located above the building's basement, the contractor must grind and shot blast the existing concrete topping, fill cracks with Ardex Moisture Control Rapid, apply fiberglass mesh, install a 3/8" Ardex concrete topping, and apply Neoguard Urethane Traffic Coating. Concrete Slab B will be completely demolished and replaced with a new reinforced concrete slab, with an expansion joint added between the two slabs.
The contractor must ensure the repaired surfaces comply with ADA standards and OSHA walking surface requirements, with specific slope specifications. All products and materials require FAA Contracting Officer Representative (COR) approval prior to use. Work must be performed Monday through Friday between 7:30 AM and 4:00 PM, excluding federal holidays, with prior approval required for any work outside these hours. The project includes specific requirements for waste disposal, property protection, and warranties, with installation work warranted for one year and the urethane coating guaranteed for five years. The primary point of contact is Sean Sorensen, Environmental SSC Manager and Contracting Officer Representative, reachable at 303-651-4401.

Statement of Work (SOW) Main Entrance Concrete Repair
Federal Aviation Administration Denver ARTCC, 2211 W. 17th Ave. Longmont, CO 80501
1.1 Location of Work
All work in scope to be performed at:
Federal Aviation Administration Denver ARTCC 2211 W. 17th Ave.
Longmont, CO 80501
1.2 Background
The concrete slab at the exterior of Denver ARTCC’s Main Entrance is in need of repair. There are two distinct sections of this concrete slab, which have been identified as Concrete Slab A (323 SF) and Concrete Slab B (102 SF), shown on the accompanying plan. Concrete Slab A has large cracks, along with a thin concrete topping that is cracked and deteriorated over the entire surface. Concrete Slab B also has significant damage, but with large portions of the slab underneath coming apart.
Concrete Slab A is located above part of the ARTCC’s basement, making complete demolition of this area infeasible. For this reason, this section of concrete slab will need to remain in place and be repaired, with only the existing concrete topping demolished and replaced with new. Since most of the damage is the result of exposure to the elements, the solution is not only to replace the damaged concrete topping, but to protect it and the slab below from moisture. Previous repairs have been unsuccessful since steps were not taken to seal the concrete topping, resulting in the damage that exists today.
Concrete Slab B is not located over any building areas and can be completely demolished and replaced without significant impact on the rest of the building and surrounding areas. There is no need to seal this area because this concrete slab will be new and without a concrete topping.
1.3 Scope of Work
Contractor must perform the following:
Concrete Slab A
Grind and shot blast existing concrete topping to remove.
Open large cracks in slab and fill with Ardex Moisture Control Rapid. Apply fiberglass mesh to repaired cracks.
Roll a full coat of Ardex Moisture Control Rapid over area and broadcast sand.
Install 3/8” thick Ardex concrete topping over area.
Apply Neoguard Urethane Traffic Coating over area, including 4” high section along adjacent walls. Products used: 7787 Primer, FC7500 Base Coat and FC7545 Topcoat.
Concrete Slab B
Demolish existing concrete.
Place new reinforced concrete slab to replace existing.
Provide expansion joint between Concrete Slab A and Concrete Slab B with flexible caulking.
Contractor must:
Ensure that the finished product complies with current applicable ADA Standards, including ADA 403 Walking Surfaces. ADA 403.3 indicates that the running slope of walking surfaces shall not be steeper than 1:20. The cross slope of walking surfaces shall not be steeper than 1:48.
Ensure that final product must meet current OSHA 29 CFR 1910 Subpart D Walking and Working Surface requirements and specifically 1910.22(a) through 1910.22(d) which indicates surface condition requirements.
All products, materials and equipment to be used to accomplish work must be submitted to and approved by the FAA’s Contracting Officer Representative (COR) prior to commencement of work.
All work performed must meet National Fire Protection Association (NFPA), Federal, State, and local regulatory codes regardless of whether it is contained in this statement of work.
Any operations that could affect the operation of the facility or affect personnel such as noisy or dusty operations must be coordinated in advance with the FAA representative prior to commencement of work. Such operations must be planned and coordinated in a manner not to disrupt facility operations and personnel.
Contractor is presumed to be an expert in the specification, installation and operation of this type of equipment and system. As such, the contractor is expected to make all recommendations regarding the use of specific equipment and/or control strategies prior to the acceptance of any proposal.
1.4 Working Hours

FAA representative must be notified of personnel to be on site 24 hours prior to arrival and any person entering site may be subject to a security background check.
Any work performed without FAA representation may be subject to removal and/or inspection at the cost of contractor.
