About this file

This document is a draft Statement of Work (SOW) for the Item Unique Identification (IUID) Cart Priority Remanufacturing Project (IUID-CPR). The purpose of this SOW is to provide the Air Force Sustainment Center (AFSC) with the necessary labor, facilities, and equipment to remanufacture existing IUID marking equipment used at various Air Force installations. The remanufacturing is intended to restore the IUID marking carts to a "like-new" condition by replacing worn or non-functioning components. The SOW specifies the scope of work, key requirements such as remanufacturing schedule, shipping, component replacements, and operational testing. It also outlines government supervision, deliverables, government furnished items, conditions of performance, and the period of performance. An appendix lists the specific IUID marking carts to be remanufactured across multiple Air Force locations.

ITEM UNIQUE IDENTIFICATION - CART PRIORITY REMANUFACTURING

PROJECT (IUID-CPR)

1. PURPOSE & BACKGROUND

The Air Force’s opportunistic legacy part marking began with a pathfinder effort in 2005.

Standardized part marking equipment was placed at the three Air Logistics Centers and Travis Air Force Base (AFB). The Air Force used this DoD pathfinder program to refine marking technology requirements (i.e., laser engraving, chemical etching, dot peening, etc.) as well as define the scope of legacy part marking for Class IX and VIII assets at depots as reparable items and parts moved through the repair process.

Reparable item and part marking requirements stem from compliance with DoD Instruction 8320.04, Item Unique Identification (IUID) Standards for Tangible Personal Property for items already owned by DoD (legacy items) that are serially managed. Air Force Material Command Instruction (AFMCI) 20-104, Item Unique Identification requires compliance and implements the DoD instruction at the depots. Depot marking of reparable items and parts ensures continuity, interoperability, and efficient and effective management with new items and parts entering the inventory when marked by contractors in accordance with DFARS 252.211-7003, Item Unique Identification and Valuation. These marking carts also support compliance with DoD Instruction 4151.19, Serialized Item Management (SIM) for Life-Cycle Management of Materiel.

This non-personnel services contract is designed to provide AFSC/LZRA with mission capable equipment needed to sustain marking of reparable parts at Air Force depots and specific Air Force Bases (AFB). The technical remanufacture prescribed in this statement of work (SOW) will enable AFSC/LZRA to continue executing its mission requirements.

2. OBJECTIVES

The remanufacture of IUID marking carts prescribed in this Statement of Work (SOW) requires a range of expertise that directly supports AFSC/LZRA’s mission of providing sustainment and logistics readiness to deliver combat power for the Air Force. This remanufacturing effort provides various depot and base repair facilities with the ability to continue meeting their maintenance, supply chain management, and operations and installation support mission requirements. Remanufacturing is intended to restore Air Force IUID marking carts currently in operational use to a "like-new" condition and involves substantially replacing operating components to new specifications where old components are worn out and/or unable to fully function and meet mission requirements.

This requirement has been determined to be essential and requires continued support during a crisis as defined in Defense Federal Acquisition Regulation Supplement (DFARS) 252.237- 7023, Continuation of Essential Contractor Services. The services covered under this solicitation are not inherently governmental functions as they do not include any activities listed as such in Federal Acquisition Regulation (FAR) Subpart 7.5, Inherently Governmental Functions. In accordance with Section 743 of Division C of the Fiscal Year 2010 Consolidated Appropriations

Act (P.L. 111-117), and title 10, United States Code, sections 235 and 2330a, requirements of this acquisition classify as critical functions (CT) under the Federal Procurement Data System (FPDS) inherently governmental functions indicators.
