About this file

This Statement of Work is a Request for Proposal issued by the Massachusetts Department of Conservation and Recreation (DCR) for the procurement of cellular site survey, signal booster implementation, and maintenance services. The RFP seeks a qualified vendor to conduct 4G LTE/5G cellular site surveys at DCR facilities in west and central Massachusetts, implement multi-signal outdoor cellular boosting antenna systems, and provide ongoing remote monitoring and maintenance support for new and existing systems. The project encompasses site surveys at Leominster State Forest, Mount Washington State Forest, and Willard Brook State Forest, with installation and maintenance services extending to additional locations including Mohawk Trail State Forest in Charlemont. Key deadlines include a questions submission deadline of January 20, 2026, answers provided by January 22, 2026, and RFP responses due by January 28, 2026 at 5:00 p.m. The anticipated project completion date is June 30, 2027. The Commonwealth reserves the right to accept or reject any quotes, contract with some, all, or none of the responding vendors, or cancel the RFP in whole or in part.

Evaluation criteria prioritize vendor experience with JDTeck multi-band patch sector antennas, successful implementation of multi-signal cellular boosting systems in remote areas, troubleshooting capabilities, and the ability to communicate technical information effectively to non-technical staff and collaborate with multiple DCR programs and oversight agencies. The vendor must possess expertise in coordinating with the three major signal providers (Verizon, T-Mobile, and AT&T), accurately reading and conveying cellular signal readings, and responding to system failures within 24 hours. All deliverables must comply with accessibility standards set forth in Executive Order 614 and the Americans with Disabilities Act Title II. The vendor is responsible for procuring and configuring all system components, arranging aerial conveyance equipment, and managing communications with signal providers regarding system setup and inspection. No additional compensation will be provided for work restrictions or traffic impacts during the 2026 FIFA World Cup events scheduled in June, July, and August 2026.

• Experience installing, optimizing, maintaining, and monitoring high isolation, low PIM, multi-band, patch sector antennas and associated equipment with a preference for JDTeck brand antennas.

• Must be able to remotely monitor and troubleshoot existing JDTeck brand patch sector antennas.

• Experience with connection or trouble-shooting of outdoor cellular boosting systems with the three major signal providers: Verizon, T-Mobile, and AT+T.

• Accurately read and convey cellular signal readings to determine feasibility of cellular boosting system implementation success.

• Ability to communicate technical knowledge to non-technical DCR staff that conveys a basic understanding of system setup and any issues that may arise.

Project Description:

DCR is working to improve critical, life-safety communications for visitors and staff in areas with high visitation and poor connectivity within the parks system through use of outdoor, multi-signal cellular boosting systems. Four systems have been successfully installed in the last three years at Horseneck Beach in Westport, Walden Pond in Concord, and two at Myles Standish State Forest in Plymouth. DCR is looking to install solutions at additional sites in west and central Massachusetts at Mohawk Trail State Forest in Charlemont, Mount Washington State Forest in Mount Washington, Leominster State Forest in Leominster, and Willard Brook State Forest in Townsend.

Scope of Work:

Conduct site surveys at DCR facilities identified as having critical communication needs including but not limited to: Leominster State Forest, Mount Washington State Forest, Willard Brook State Forest.

Supply details, specifications, and explanations for DCR to fulfill internal reporting and permitting requirements. Adhere to any guidelines provided by state or local government entities regarding installation of cellular boosting systems. Attend meetings and respond to inquiries from the Commonwealth regarding questions or concerns pertaining to the cellular boosting systems.

Procure and configure outdoor multi-signal boosting equipment such that the system improves cellular connectivity in the specified area and can be monitored and adjusted remotely for optimization. Respond to and resolve any break/fixes that may arise in a timely manner, offer component optimization or upgrades where needed/available. Responsible for any necessary notifications, permissions, or communications with signal providers regarding the setup, inspection, or availability of cellular boosting systems.

Remotely monitor new cellular boosting systems as well as four existing systems. Notify DCR project manager and site staff of any issues, talk staff through easy on-site fixes if appropriate, send technician to facility to fix the system if necessary, and respond to DCR report of system failure within 24 hours.

The selected vendor will be responsible for the following tasks:

Site Surveys: Conduct site surveys at DCR facilities identified as having critical communication needs, mostly in west and central Massachusetts. Surveys should include cellular uplink and downlink speeds at ground level and 20’ above ground, equipment specifications and layout, site specific illustration with system component layout specifics including exact coordinates and specifications for any poles, conduit, and other system components. A schematic rendering and an explanation of any ground penetrating process that includes depth, method of excavation, what is done with the excavated material, and specifications on any fill to be used.

Installation: Procurement and configuration of system components including but not limited to antennas, repeaters, cabling, couplers, modem. Communication with DCR project manager and site staff to coordinate site visit and ensure availability. Proper installation and adjusting components such that the system improves cellular connectivity in the area specified and can be monitored and adjusted remotely for optimization. Bucket truck, lift or other aerial conveyance to be arranged by the vendor contractor.

Maintenance and Support: Remote monitoring of any new as well as four existing systems, notification of DCR project manager and site staff of any issues, talk staff through any easy, on-site fixes or reset options if appropriate, send technician to facility to fix the system if necessary, and respond to DCR report of system failure within 24 hours.
