About this file

This document is a justification and approval for a limited competition solicitation for upgrades to Integrated Tactical Trainers. The Naval Sea Systems Command requires Lockheed Martin Rotary and Mission Systems to upgrade three Integrated Tactical Trainers with new Combat Mission Software and other lethality and survivability systems to support crew training and certification for planned deployments of Littoral Combat Ships between 2023 and 2030. Only Lockheed Martin has the technical expertise and access to technical data necessary to integrate these upgrades due to their role as the original equipment manufacturer. An attempt to solicit additional sources through a sources sought notice and pre-solicitation notice received no responses. The justification is approved as only Lockheed Martin can provide the upgrades within the required timelines to avoid unacceptable delays to crew training and certification.

Text version

J&A Number: 22-0135 from the original source (LM RMS) because an award to another source would result in unacceptable delays.

LM RMS has been contracted by the Naval Sea Systems Command (NAVSEA) to deliver the upgraded Combat Mission Software (CMS) and other L&S upgrades for both variants of the LCS ships, and only LM RMS has the technical expertise and access to the associated technical data/computer software necessary to integrate and deliver the updated CMS and L&S upgrades on the ITTs to meet concurrency with the ships and avoid unacceptable delays.

The baseline for the updated CMS and L&S upgrades is projected for delivery in January 2024 years. The L&S upgrades will address interfaces to all currently established systems and other Combat System Support Functions. These systems have constantly evolving interfaces that will be iteratively delivered with each ship as part of the new CMS, resulting in an iteratively updated baseline. The ITTs are required to utilize the same shipboard CMS hardware and software in order to meet Train to Qualify and Train to Certify requirements.

The initial ITT upgrade is needed by August 2023 in order to Train to Qualify and Train to Certify crews for the planned LCS deployments. Additional upgraded ITTs are needed through FY28 to keep pace with LCS deployments. As the OEM for the associated ship upgrades, LM RMS can deliver an ITT with initial CMS capability in May 2025, with delivery of the 2nd and 3rd ITTs in March 2027 and January 2029, respectively. Conversely, due to availability of the iterative baseline, a new source would not be able to deliver the initial ITT upgrade until October 2027, the 2nd ITT upgrade until October 2028, and the final upgrade until June 2030. This is 29 months, 19 months, and 17 months, respectively, after LM RMS can deliver the capability.

The proposed strategy ensures minimal impact to the fleet and delivers essential required capability. Training gaps degrade readiness to unacceptable levels, resulting in crews not being certified for deployment. Therefore, LM RMS is the only source capable of meeting the an unacceptable schedule delay.
