The U.S. Immigration and Customs Enforcement (ICE) is the single largest investigative branch of the Department of Homeland Security (DHS). ICE’s mission is to protect America and uphold public safety by identifying criminal activities and eliminating vulnerabilities that pose a threat to our nation’s borders, as well as enforcing economic, transportation, and infrastructure security. In order to meet this mission, the Office of Leadership and Career Development (OLCD) has a critical role in ensuring that ICE’s employees are properly trained, and that training and certification records are legally defensible in civil and legal suits. OLCD works to identify appropriate information technology systems that provide administration, management, and records repository of self-paced eLearning, in-person, instructor-led, and blended training for 28,000+ ICE employees and contractors.

B. Background

This Request for Information (RFI) is to determine the ability of small business vendors to provide the requested LMS/TMS solution, along with the requisite services needed for implementation, operations, and maintenance. Disclaimer: The following requested information to be provided is for planning purposes only and does not constitute a Request for Quote (RFQ) nor does it restrict the Government as to the ultimate acquisition approach. The government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. Any contract that might be awarded based on information received or derived from this RFI will be the outcome of a competitive process.
