Intent to Award Notice

This is an Intent to Award notice issued by Broward College's Procurement Department for a sole source contract to provide faculty professional development and online certification services. Broward College's Center for Teaching Excellence & Learning seeks to purchase faculty professional development and certification services designed to strengthen college educators' teaching skills through structured online courses with assessments, formal recognition such as certifications or badges, self-paced and cohort-based learning options, participant engagement through assignments and discussions, progress tracking, instructional guidance and feedback, and reporting mechanisms to document completion and certification. The program must be aligned with nationally recognized effective teaching standards and provide graduate-level credit equivalency recognized by the American Council on Education (ACE). The College is considering the ACUE (Association of College and University Educators) program, provided exclusively by EDCERT LLC dba ACUE, for a two-year subscription term. Responses from alternative vendors are due by 2:30 p.m. ET on Thursday, December 4, 2025, submitted via email to yruiz@broward.edu with subject line "RESPONSE–ITS-2026-119-YR," with supporting evidence demonstrating the ability to comply with stated requirements.

The estimated contract value is approximately $150,000.00, excluding taxes if applicable. The sole source justification indicates that EDCERT LLC dba ACUE is the exclusive provider of the ACUE Program in the United States and the only higher education faculty development program reviewed and endorsed by ACE that provides graduate-level credit equivalency, Quality Matters certification for online course design, and is delivered via Canvas with self-paced and cohort models. The determination to proceed with the proposed contract without competition based on vendor responses is solely within the discretion of Broward College.

SUBJECT: Intent to Award pursuant to Sole Source Exemption for ITS-2026-119-YR – FACULTY

DEVELOPMENT AND ONLINE CERTIFICATION SERVICES

This notice is released pursuant to Broward College Policy 6Hx2-6.34 and Procedure A6Hx2-6.34, Procurement Requirements. The purpose of this notice is to notify interested parties that pursuant to Florida Department of Education, State Board of Education, Rule 6A-14.0734(2)(e), Procurement Requirements, Broward College intends to make a non-competitive award for the goods or services, as stated below.

GOODS OR SERVICES REQUIRED

The College’s Center for Teaching Excellence & Learning requests the purchase of faculty professional development and certification services designed to strengthen college educators’ teaching skills. The program must include structured online courses with assessments, provide formal recognition such as certifications or badges upon successful completion, and offer options for self-paced and cohort-based learning. It must allow participant engagement through assignments, discussions, and progress tracking, provide access to all course modules and assessments required for completion, include instructional guidance and feedback, support all designated faculty participants, and provide sufficient capacity for full participation with reporting mechanisms to document completion and certification.

The program must be aligned with nationally recognized effective teaching standards, provide graduate-level credit equivalency recognized by the American Council on Education (ACE), and meet recognized online course quality standards.

At this time, the College is considering the Association of College and University Educators (ACUE) program, provided exclusively by ACUE, as the program that can provide faculty professional development through online courses and related services. The subscription would be for two (2) years.

Additionally, the offerings are aligned to ACUE’s Effective Practice Framework, the only nationally accepted set of college teaching standards in broad adoption by over 500 colleges and universities.

Supplier to be awarded: EDCERT LLC dba ACUE

Reason for Sole Source: The College understands that EDCERT LLC dba ACUE is the sole source and exclusive provider of the ACUE Program in the United States of America. The ACUE Program includes certifications, pathway courses, and associated services delivered in an online format. This delivery format is a benefit to our faculty and institution because it grants flexibility while providing quality learning experience. It is the only higher education faculty development program reviewed and endorsed by the American Council on Education (ACE), that provides graduate-level credit equivalency recognized by ACE, has earned Quality Matters certification for online course design, and is delivered via Canvas with self-paced and cohort models. Additionally, the courses include active implementation of teaching practices learned, assessments and facilitator feedback. No other provider offers a program with this combination of features and services.
