About this file

This is an Invitation to Negotiate (ITN) document issued by the Michigan Department of Transportation (MDOT) for a single-source procurement. MDOT seeks to procure safety boots through a mobile shoe truck service for its statewide Youth Development and Mentoring Program, which serves 400-500 participants across Michigan over an 8-15 week period. The procurement requires boots meeting ASTM F2413 or ANSI Z41 standards (six inches or higher with safety toe, composite toe acceptable) with I-75 marking, distributed to multiple MDOT regions including Saginaw (25 pairs), Grand Rapids/Muskegon/Cadillac (50 pairs), Detroit (160 pairs), Gaylord/Traverse City/Alpena (70 pairs), Kalamazoo (35 pairs), Escanaba/L'Anse/St. Ignace (30 pairs), and Lansing/Jackson/Adrian (110 pairs). The boots are needed by late April to early June 2019. This is a one-time purchase that will result in multiple purchase orders, one per MDOT region. Written questions regarding the ITN must be submitted by May 3, 2019, and responses to any potential alternative sources must be submitted in writing by May 9, 2019.

The maximum price per pair of boots is capped at $80, with approximately 400-500 pairs required. The intended source is Michigan Industrial Shoe (SIGMA Vendor Number CV0025476), selected because other vendors researched—including state contract vendor Grainger and frequently used vendor Cintas—could not meet the mobile truck distribution requirements. MDOT conducted market research and determined that Michigan Industrial Shoe was the only vendor capable of providing mobile fitting services within the specified parameters, justifying the single-source procurement approach.

State of Michigan Invitation to Negotiate 190000000044

INVITATION TO NEGOTIATE

NOTICE OF INTENT TO NEGOTIATE AND CONTRACT WITH A SINGLE PROVIDER

Date: May 1, 2019

The State of Michigan intends to make a purchase for which it believes there is no viable alternative. The purpose of this notice is to attempt to identify possible alternatives.

Requestor: Laura Dotson, Michigan Department of Transportation (MDOT)

1. State Contact Information:

The sole point of contact concerning this Invitation to Negotiate is:

Laura Dotson Solicitation Manager Telephone number: (517) 373-2134 DotsonL2@michigan.gov

2. Description of Purchase:

MDOT’s Youth Development and Mentoring Program is a statewide program that brings on 400-500 participants throughout the State of Michigan for an 8-15 week mentoring and training program. YDMP participants are exposed to, participate in, and are responsible for various work activities. A mobile shoe truck as a resource is needed for procurement. This service will ensure participants are properly fitted with boots that are in alignment with MDOT’s department standards. A mobile service provides boots at the time of fitting vs. shipping the boots later and the potential of returning boots. We researched other known vendors in Michigan (including the state contract vendor, Grainger and a frequently used state vendor, Cintas) and the Michigan Industrial Shoe was the only vendor who could meet our distribution needs/mobile truck for this limited assignment.
