About this file

This is an Invitation to Negotiate (ITN) document issued by the State of Michigan Department of Natural Resources for a one-time purchase of specialized law enforcement training equipment. The procurement seeks five Mossberg Hunter Education 5-Guns Training Sets to support the Law Enforcement Division's Hunter Education curriculum. Each training set includes five types of non-firing firearms: a pump-action shotgun, semi-automatic shotgun, break-action shotgun, bolt-action rifle, and lever-action rifle. All firearms feature safety orange stocks and forends with clearly marked engraved receivers, and each comes packaged in individual zippered soft cases with a lockable rolling travel case. The response deadline for potential bidders to submit alternatives to the intended source is April 9, 2018 at 3:00 p.m., with written questions due by April 4, 2018 at 3:00 p.m. through the Michigan SIGMA VSS website.

The procurement is classified under commodity code 68049 and identifies O.F. Mossberg & Sons, Inc. as the intended source, suggesting the state believes no viable alternatives exist. Dorene Sandoval, Solicitation Manager at (517) 284-5926 or sandovald@michigan.gov, serves as the sole point of contact. Any bidder disagreeing with the single-source determination must submit a written response describing an equivalent product or service. This notice was issued April 2, 2018, to ensure transparency and provide interested vendors an opportunity to present alternative solutions.
