About this file

This is an Invitation to Negotiate (ITN) document issued by the State of Michigan Department of Education, Office of Great Start, for a single-source procurement of infant mental health professional development services and educational tools. The solicitation seeks to contract with the Michigan Association for Infant Mental Health (MI-AIMH) to provide training, reflective supervision, and access to the proprietary "MI-AIMH Wheel," an educational tool designed to support infant and early childhood mental health professionals. The ITN identifies MI-AIMH as the sole source provider because the organization developed the tool, holds proprietary rights to it, and is the national center for infant mental health professional development services founded at the University of Michigan. The response deadline for potential alternative bidders to challenge the single-source determination and submit equivalent offerings is June 29, 2020, at 2:00 PM Eastern Standard Time. Written questions regarding the solicitation must be submitted by June 24, 2020, at 2:00 PM Eastern Standard Time through the Michigan.gov/SIGMAVSS portal.

The solicitation is classified under commodity code 78544 for educational displays, kits, and models. MI-AIMH is located at 13101 Allen Road, Southgate, Michigan 48915. The contract is identified as new rather than a renewal or modification of an existing agreement. No pricing terms, contract duration, renewal options, or funding amounts are specified in this ITN notice. The primary contacts for inquiries are Tanmay Desai, Solicitation Manager, and Carol Munroe, MDE Procurement, with contact information provided for both written questions and formal responses.

2. Description of Purchase:

The Michigan Department of Education (Office of Great Start) MDE/OGS – Office of Early Childhood Development and Family Education is requesting the use of the ITN Solicitation Method. The Michigan Association for Infant Mental Health is the national home for all infant mental health professional development services. The field of infant mental health was started at the University of Michigan and MI-AIMH as a non-profit organization was created shortly thereafter by these same founders. The mission is to provide specific training and reflective supervision to the professionals in the field of infant and early childhood mental health. Currently MI-AIMH and its Board support Michigan’s 11 local chapters and the national offshoot, the Alliance for the Advancement of Infant Mental Health. One of the main tools that MI-AIM has created to support infant and early childhood professionals in the field is the “MI-AIMH Wheel”. This tool has been used by the field for many years. MI-AIMH offers the customizations MDE needs, and it’s the only tool of its kind which directly aligns with Michigan’s infant mental health practices and offers this information. MI-AIMH owns this tool and anything similar is not the same or cannot be offered by other vendors as MI- AIMH is the sole source and the tool is proprietary.
