About this file

This is a State of Michigan Invitation to Negotiate (ITN) document issued by the Department of Military and Veterans Affairs for fire services at Camp Grayling. The State intends to contract with a single provider—the City of Grayling Fire Department—to deliver comprehensive fire and emergency services to Camp Grayling Joint Military Training Center and related facilities within Grayling Township's jurisdiction. Required services include Aircraft Rescue and Firefighting (ARFF) operations meeting Department of Defense standard 6055.06, which mandates a five-minute response time for unannounced incidents and one-minute response time for announced incidents, as well as structural and vehicle fire suppression, confined space rescue, technical rescue, emergency medical services, and HAZMAT/CBRN response capabilities. The ITN was issued on January 19, 2021, with a deadline for written questions by January 21, 2021, at 3:00 p.m., and a response deadline for potential alternative bidders by January 25, 2021, at 3:00 p.m. All questions and responses must be submitted through www.michigan.gov/SIGMAVSS.

No pricing terms, funding amounts, contract duration, renewal options, or set-aside information is specified in this notice. The document serves primarily as notification of the State's intent to sole-source the contract to the City of Grayling Fire Department and invites interested parties to demonstrate that equivalent products or services are available from alternative sources within the specified response period.
