About this file
The document is an Invitation to Negotiate (ITN) issued by the State of Michigan's Department of Military and Veterans Affairs for fire services to support Camp Grayling, located in the geographical jurisdiction of the City of Grayling Fire Department (CoGFD) and Grayling Township. The solicitation seeks a provider to deliver comprehensive fire services including aircraft rescue and firefighting (ARFF), structural and vehicle fire response, confined space and technical rescue, emergency medical, and HAZMAT/CBRN response services. The ITN was released on February 1, 2019, with key dates including a February 5, 2019 deadline for submitting written questions and a February 8, 2019 response deadline for potential alternative bidders.
The State of Michigan indicates it intends to contract directly with the City of Grayling as the sole source provider, believing there are no viable alternatives for these critical fire and emergency services. The services must meet Department of Defense Fire and Emergency Services Program standards (DOD 6055.06), specifically focusing on minimum response times for aircraft rescue and firefighting. The procurement is classified under Commodity Code 95343 for Fire services, and represents a new contract. Potential bidders who disagree with the single source selection are required to submit a written response describing an equivalent product or service by the specified deadline.
