About this file

This is an Invitation to Negotiate (ITN) Award Letter and Synopsis from the Michigan Department of Natural Resources Enterprise Procurement office regarding ITN 180000000052 for Hunter Education Firearms Training Kits. The ITN was posted on the SIGMA VSS platform on April 2, 2018, for a seven-day period, with proposals due by April 6, 2018. The State initially intended to procure these kits from a single source, O.F. Mossberg & Sons Inc., believing it was the only contractor capable of providing the required product. However, one alternative bidder, Kiesler Police Supply of Jeffersonville, Indiana, submitted a proposal by the deadline.

The evaluation process determined that Kiesler Police Supply met both the responsive and responsible vendor requirements established by the ITN. Because a viable alternative to the intended source was discovered, the State determined that the procurement would be processed through a separate competitive bidding process rather than proceeding with the sole-source award. The Solicitation Manager for this ITN is Dorene Sandoval, Buyer/DNR FOS Division, and can be contacted at sandovald@michigan.gov or (517) 284-5926. No pricing information, contract term, or other financial details are specified in this award letter.
