About this file
This is an Award Recommendation and Evaluation Synopsis for Invitation to Negotiate (ITN) 210000000048 issued by the Michigan Department of Transportation's Purchasing Office. The ITN sought Shape Array Inclinometers including components, which were posted on SIGMA on July 26, 2021, with a proposal due date of August 3, 2021. The State initiated this ITN based on its belief that only Measurand could provide the required equipment. One bidder, Geokon, Incorporated of Lebanon, New Hampshire, submitted a proposal by the deadline.
The evaluation determined that Geokon's proposal was not responsive and responsible for two critical reasons: the proposed system was incompatible with the current system in use at the site, and the sensor spacing provided by Geokon at 1.5-meter intervals was inadequate compared to Measurand's 0.5-meter sensor spacing, representing one-third of the required sensor density. As a result of Geokon's non-viable alternative status, the State recommends awarding the contract to Measurand pending State Administrative Board approval where applicable. The State indicated its intention to enter into negotiations with the awarded contractor to execute a contract. Laura Dotson, Solicitation Manager, and Christopher Johnecheck, MDOT Geotechnical Services Section, conducted the evaluation.

Award Recommendation and Evaluation Synopsis
Invitation to Negotiate (ITN)
Background Information:
This ITN 210000000048, Shape Array Inclinometers including components was undertaken by the Michigan Department of Transportation’s Purchasing office to advise contractors of the State’s desire to purchase Shape Array Inclinometers and intention to enter into negotiations and execute a contract based on its belief that only one contractor – Measurand - is able provide it.
Bidders:
The ITN was posted on SIGMA on July 26, 2021 for 9 calendar days. The following bidder submitted a proposal by the published due date of August 3, 2021.
Bidder Address City, State Zip
Geokon, Incorporated
48 Spencer Street, Lebanon, New Hampshire 03766
Because the State received a response from a bidder, other than the intended source, the State reviewed the response to determine if a viable alternative existed.
I. ITN Evaluation Process
A Responsible Vendor is a vendor who demonstrates the ability to successfully perform the duties identified by the ITN. A Responsive proposal is one that is submitted in accordance with the ITN instructions and meets all mandatory requirements identified in the ITN.
Responses to this ITN were reviewed by :
Laura Dotson, MDOT Purchasing Section, Solicitation Manager Christopher Johnecheck, MDOT Geotechnical Services Section
II. ITN Evaluation Results
Bidder, Geokon Incorporated has not met the requirements of being responsive and responsible due to the following:
1) The system proposed is not compatible with the current system being used on the site.
2) The number of sensor segments proposed by Geokon are one-third what Measurand provides.
Measurand’s system has sensors every 0.5m while Geokon’s sensors are spaced every 1.5 meters in the paperwork submitted.
STATE OF MICHIGAN PROCUREMENT
Michigan Department of Transportation 425 W. Ottawa, Lansing, MI 48909
Version 2 Revised: 2/2019
III. Award Recommendation:
Because the response from the bidder identified above is not a viable alternative to the intended source, an award recommendation is made to Measurand pending State Administrative Board approval if applicable.
