About this file
This document is an Award Letter and Evaluation Synopsis issued by the Michigan Department of Health and Human Services procurement office for Invitation to Negotiate (ITN) 270000000003. The ITN was posted on SIGMA VSS on October 26, 2026, with a proposal due date of November 2, 2026, allowing seven days for submission. The procurement seeks a contractor to provide second-tier testing of dried blood spots and interpretation of results as part of the state's newborn screening program. No bidders submitted proposals by the published deadline. The procurement office has recommended an award to Mayo Medical Laboratories (MML) pending State Administrative Board approval. The state intends to begin contract negotiations with the awarded contractor following approval.
The award recommendation indicates that the procurement office determined Mayo Medical Laboratories to be the only contractor capable of providing the specified second-tier testing and interpretation services for newborn screening. No pricing information, set-asides, or contract term details are provided in this award letter. Questions regarding this ITN may be directed to the Solicitation Manager, Wanda Rademacher, at Rademacherw@michigan.gov or (517) 241-0134.
