About this file
This is an award recommendation and evaluation synopsis for an Invitation to Negotiate (ITN) issued by the Michigan Department of Health and Human Services procurement office. ITN 270000000002 was posted on SIGMA VSS on October 21, 2026, for a seven-day bidding period with a due date of October 28, 2026. The ITN sought confirmatory testing services for dried blood spot newborn screening. No bidders submitted proposals by the published due date. The State intends to award the contract to Children's Hospital Oakland Research Institute, pending State Administrative Board approval if applicable. The State will enter into negotiations with the awarded contractor to execute a final contract.
The ITN was structured as a sole-source procurement based on the State's determination that only Children's Hospital Oakland Research Institute possesses the capability to provide the required confirmatory testing services. No pricing information, set-asides, funding amounts, or contract term details are specified in this award recommendation document. Questions regarding this ITN should be directed to Solicitation Manager Wanda Rademacher at Rademacherw@michigan.gov or (517) 241-0134.
