About this file

This is a Notice of Intent to Negotiate from the Michigan Department of Health and Human Services announcing its intention to enter into a single-source contract with American Association of Children's Residential Centers (ACRC) for the implementation of Six Core Strategies. Six Core Strategies is an evidence-based, trauma-informed organizational model designed to eliminate the use of restraint and seclusion in child-serving settings. ACRC is the sole authorized provider of Six Core Strategies in the United States for children and youth residential programs. The contractor will provide technical assistance, coaching calls, Six Core Strategies training, Quality Improvement Collaborative participation, Congregate Care Institute webinars, and an Aftercare Project Workgroup. This action will result in a new contract with the intended source located at 16 Wright Lane, Housatonic, MA 01236. Written questions concerning the Invitation to Negotiate must be submitted by October 1, 2026 at 3:00 p.m. EST through www.michigan.gov/SIGMAVSS, and responses will be posted on the same portal. Any potential bidder who disputes that the good or service is available only from the intended source must submit a written response describing an equivalent product or service by the response deadline of October 6, 2026.

No specific pricing terms, contract amounts, funding sources, or contract duration are provided in this notice. The document does not reference any set-asides, incumbent contractors, or renewal options. ACRC's current contract performing this work and the established relationships and buy-in with agency leaders and staff are cited as justification for the single-source procurement, as transitioning to a new vendor would introduce new terminology, create confusion, and reduce organizational buy-in, thereby increasing risks associated with restraint and seclusion in child-serving settings. The commodity code reference is 91838.
