About this file
This is an Invitation to Negotiate (ITN) issued by the Michigan Department of Technology Management and Budget for enterprise-grade data communications hardware, software, and services to support the State's networking infrastructure and unified communications systems. The procurement includes unified communications solutions for voice, video, and messaging; networking infrastructure components such as routers, switches, and security appliances; wireless connectivity systems; and facility management and intrusion protection systems. Value-added services encompass maintenance and support contracts, deployment and configuration services, consulting and architectural design through Statements of Work, and training and rollout assistance. The State intends to execute a contract with two base years and two one-year renewal options. Written questions regarding the ITN must be submitted to Solicitation Manager Kristine Mills at Millsk11@michigan.gov by August 7, 2026, at 3:00 p.m. EST. Any potential bidder who believes this good or service is available from sources other than the intended vendor must submit a written response describing equivalent offerings by August 12, 2026. Answers to submitted questions will be posted on www.michigan.gov/SIGMAVSS.
The State has identified Cisco Systems, Inc. as the sole intended source due to the company's unique capability to maintain the State's existing statewide network infrastructure and ensure full compatibility with currently installed systems. This procurement is necessitated by the expiration of Michigan's current Participating Addendum under the NASPO ValuePoint agreement on September 30, 2026, and NASPO's transition to RFX Premier, whose operational structure and strategic direction are misaligned with the State's procurement and technology objectives. The ITN covers multiple commodity codes related to telecommunications equipment, network components, telephone systems, software maintenance, and IT services. No specific pricing, funding amounts, or set-aside requirements are detailed in the notice.

Michigan.gov/MiProcurement invitation to negotiate
NOTICE OF INTENT TO NEGOTIATE AND CONTRACT WITH A SINGLE PROVIDER
Date: 8/5/2026 The State of Michigan intends to make a purchase for which it believes there is no viable alternative. The purpose of this notice is to attempt to identify possible alternatives.
Requestor: Department of Technology Management and Budget
1. State Contact Information:
The sole point of contact concerning this Invitation to Negotiate is:
Kristine Mills, Solicitation Manager 517-242-6402 Millsk11@michigan.gov
2. Description of Purchase:
The State intends to procure enterprise-grade data communications hardware, software and services necessary to support the State’s currently installed networking infrastructure and unified communication systems. Cisco is the only vendor capable of maintaining the existing statewide network. The State intends to set up a reliable procurement vehicle to continue support, ensure full compatibility with existing systems, and safeguard the State’s significant investment in its networking and unified communications infrastructure. This will include:
· Unified Communications: voice, video, and messaging solutions
· Networking Infrastructure: routers, switches, security appliances, and network storage
· Wireless connectivity systems
· Facility management, monitoring, control, and intrusion protection systems
· Value-added services including:
· Maintenance and support contracts
· Deployment, configuration, and integration services
· Consulting and architectural design (via Statements of Work)
· Training and rollout assistance The State of Michigan is initiating an Invitation to Negotiate with Cisco due to several critical factors affecting continuity of statewide technology operations. The State’s current Participating Addendum under the NASPO ValuePoint agreement expires on September 30, 2026. NASPO has transitioned its cooperative contracting activities to a new entity, RFX Premier, whose structure and strategic direction are not aligned with the State of Michigan’s procurement and technology goals. As a result, the State cannot continue its current arrangement through NASPO or RFX Premier.
