About this file

This is a Notice of Intent to Negotiate and Contract with a Single Provider issued by the Michigan Department of Corrections (MDOC) on July 7, 2026. The MDOC seeks train-the-trainer training services to certify select MDOC staff as Recovery Coach Professional (RCP) and Recovery Coach Professional Facilitators (RCFP) trainers. Following their certification, these trained staff will subsequently instruct select MDOC prisoners to become Recovery Coaches. The training targets MDOC employees who may lack prior experience or formal education in Substance Use Disorder (SUD) peer recovery support services. The contractor will provide comprehensive train-the-trainer instruction along with training materials for use during subsequent prisoner training sessions. The solicitation manager is Kathy Logan (517-241-6291, Logank1@michigan.gov), and written questions must be submitted by July 9, 2026 at 3:00 PM Eastern. Any potential bidder asserting that viable alternatives exist must submit a written response describing equivalent products or services by July 14, 2026.

The purchase will be awarded via Purchase Order (PO) to Connecticut Community for Addiction Recovery (75 Charter Oak Ave., Building 1, Suite 305, Hartford, CT 06106), identified as the intended single source. The solicitation references commodity codes 9S201 and 71510. Pricing terms, contract duration, renewal options, funding amounts, and funding sources are not specified in this notice. The notice serves primarily to announce the single-source procurement intent and to solicit challenges or alternative providers before contract award.
