About this file
This is a Notice of Intent to Negotiate issued by the State of Michigan's Department of Technology, Management, and Budget (DTMB) Central Procurement Services on behalf of Michigan Lifelong Education, Advancement, and Potential (MiLEAP). The State seeks to establish a new contract for continued administration and operation of MiRegistry, Michigan's workforce registry that supports early childhood learning and development and out-of-school program professionals. MiRegistry collects, tracks, and manages workforce data including demographic information, wage data, retention metrics, education credentials, and professional development records. The contract is effective October 1, 2026 through September 30, 2031, with three additional one-year renewal options available. The response deadline for potential bidders to challenge the single-source procurement and submit evidence of equivalent products or services is 5:00 PM ET on April 13, 2026. Written questions concerning the Invitation to Negotiate must be submitted to Solicitation Manager Marissa Gove at Govem1@michigan.gov no later than 12:00 PM ET on April 8, 2026, with answers posted by 5:00 PM ET on April 9, 2026.
The intended source is The Registry, Inc., located in Fitchburg, Wisconsin, the current administrator of MiRegistry. MiRegistry operates through Insight, a web-based platform developed and owned by New World Now that has been customized specifically for Michigan's workforce registry needs. The procurement is classified under commodity code 96102 for Administrative Services. No specific pricing information, funding amounts, or set-aside provisions are detailed in this notice. The solicitation represents a continuation of the existing MiRegistry contract structure rather than a new initiative, maintaining the established relationship with the current service provider.
