About this file

This is an Invitation to Negotiate (ITN) issued by the Florida Agency for Persons with Disabilities (APD) for statewide dental services administration and coordination. The solicitation seeks a qualified nonprofit organization to operate a comprehensive dental services program serving individuals with developmental disabilities as the payor of last resort. Services include diagnostic, preventive, restorative, endodontic, periodontal, surgical, orthodontic, and denture-related treatments, along with care coordination, transportation assistance, and provider network management across multiple APD-designated regions. The Pre-Solicitation Conference is scheduled for June 29, 2026 at 10:00 a.m. ET, with technical questions due by July 8, 2026 at 5:00 p.m. ET. Replies are due August 11, 2026 at 10:00 a.m. ET, with public opening at 10:30 a.m. ET the same day. Presentations and negotiations are anticipated for September 8-18, 2026, with an anticipated agency decision on October 5, 2026. The contract term is five years from execution, with an option for one additional five-year renewal term contingent upon satisfactory performance, fund availability, and Florida law compliance.

Pricing shall include all administrative expenses, labor, materials, technology, reporting, subcontractor costs, and other necessary expenses to perform the deliverables, with costs broken down annually for both the initial five-year term and renewal term across twelve service categories. The Agency has appropriated $3.6 million for implementation of these services. Respondents must register with MyFloridaMarketPlace, obtain Florida business authorization, complete W-9 registration with the Department of Financial Services, and comply with all state procurement regulations. The evaluation process will score technical replies (95 points maximum across qualifications, service delivery plan, and management plan) and price replies (5 points maximum), with the lowest responsive price receiving maximum points. The Agency reserves the right to negotiate with one or more respondents, waive minor irregularities, reject all replies, or award to multiple contractors if in the state's best interest. Respondents must submit three references, subcontractor listings, financial statements, conflict-of-interest disclosures, and various compliance certifications including forced labor attestations and foreign country of concern statements.

K. Material Deviations: The Agency has established certain requirements with respect to Replies to be submitted by Respondents.

The use of shall, must or will (except to indicate simple futurity) in this solicitation indicates a requirement or condition from which a material deviation may not be waived by the Agency. A deviation is material if, in the Agency’s sole discretion, the deficient response is not in substantial accord with this solicitation’s requirements, provides an advantage to one Respondents over other Respondents, has a potentially significant effect on the quantity or quality of items Reply, or on the cost to the Agency or otherwise adversely impact the Agency’s interest. Material deviations cannot be waived.

L. Minor Irregularity: A variation from the solicitation terms and conditions which does not affect the price of the Reply or give any Respondent an advantage or benefit over other Respondents or does not adversely impact the interests of the Agency.

Third-party payment sources may include, but are not limited to, Medicaid, Medicare, private insurance, managed care plans, and other public or private funding sources that are legally responsible for payment of the service. Statewide Dental Services Program funds may only be used when no other payer is available or responsible for covering the cost of the service.
