About this file

This document is Addendum #1 for Invitation to Negotiate (ITN) 2025-106, issued by the Florida Department of Education's Bureau of Contracts, Grants and Procurement Management Services, pertaining to statewide standardized assessments in Science and Social Studies. The ITN seeks a contractor to develop and implement summative assessments for grades 5 and 8 Science, end-of-course assessments for Civics, Biology 1, and U.S. History, the Florida Civic Literacy Exam (FCLE), and the Florida Advanced Course Test (FACT) Psychology assessment. The contract term spans from winter 2025 through summer 2030, with potential for five additional one-year renewals through 2034-2035. The assessments will be computer-adaptive for Science and EOC tests, with computer-based delivery for FCLE and FACT.

The addendum addresses 19 vendor questions covering various technical and administrative aspects of the contract, including electronic submission requirements, subcontractor documentation, test accommodations, Braille versions, reporting timelines, item banking processes, and Spanish translation needs. Key clarifications include confirmation that FACT Psychology will not be administered in Spring 2025, the contractor will be responsible for calibrating field test items beginning in Spring 2027, and contractors must include costs for both paper and online Refreshable Braille. The document provides detailed guidance on the Item Writing Academy process, specifying the contractor's responsibilities for logistical support, Subject Matter Expert recruitment, and potential access to the item banking system.
