About this file
This document is an addendum to Invitation to Negotiate (ITN) 2024-55 issued by the Florida Department of Education Bureau of Contracts, Grants and Procurement Management Services for High School Equivalency Assessments. The addendum provides answers to questions submitted by vendors during the question and answer period. It clarifies that hard copies of proposal documents are still required, despite requests to allow electronic submissions. The addendum also corrects an error in the ITN, stating that the Price Reply can be submitted in PDF or Word format, rather than the previously specified Excel format.
The ITN seeks to procure an existing computer-based single multi-examination assessment for high school equivalency standards based on core content areas. The contract will be awarded to serve the state of Florida, specifically Leon County and the city of Tallahassee. Potential proposers have 72 hours from the posting of the addendum to protest the requirements. Payment for services will be made based on the deliverables and dates specified in the resulting contract.

This addendum is being issued to provide the Answers to Questions submitted timely by vendors during the Question and Answers period.
Please be advised all questions are keyed as submitted.
Question 1. The ITN requires hard copies of proposal documents. In support of sustainability/green efforts to reduce use of paper and non-recyclable binders, would the Department accept an electronic submission in lieu of printed copies? If email is not a good option for the Department, alternatives could include SFTP or an upload, as other states have recently implemented.
Answer 1: No. Per section 7.2.2 Technical Reply (Part I). “The Respondent should submit one (1) original, one (1) hard copy and two (2) copies in electronic format (compact disc (CD), flash drive, etc.) in Microsoft Word 10.0 or higher, or Adobe Acrobat (electronic file size should not exceed 12 MB) of the Reply which is to be divided into the sections described below. SECTION 7.2.1 PRELIMINARY ADMINISTRATIVE REVIEW documents should be included at the beginning of the Technical Reply portion of the Reply. The Technical Reply should be submitted in a separate sealed package marked "TECHNICAL REPLY FOR ITN 2024-55 ".
Question 2. The ITN requires electronic copies of the reply via flash drives or CDs. Would the Department consider accepting electronic copies via email or SFTP instead?
Answer 2: No. See response to Answer 1.
Question 3. The ITN instructs that Price Replies should be submitted in Microsoft Excel format.
However, the Price Reply is currently only available as a PDF document. Could the Department please provide the Excel version?
Answer 3: That is an error and has been corrected as part of this addendum (see attached).
You may submit your Price Reply in a pdf or Word document.
