About this file

This is an Invitation to Negotiate issued by the State of Michigan Department of Technology, Management and Budget for the procurement of historical aerial imagery spanning from the 1930s to 1990s. The State seeks a comprehensive collection of scanned aerial photographs covering each Michigan county, typically represented at least once per decade. The imagery must be scanned at a minimum resolution of 600 dpi in industry-standard digital formats, georeferenced by existing photo centers, and sourced from original hard copies rather than duplicates. Scanned images must maintain overlapping coverage to preserve 3D viewing capabilities, and each image must include metadata documenting image ID, scale, date, county, and film type. The intended source is Michigan State University Remote Sensing & Geographic Information Science Center located in East Lansing. The response deadline for potential bidders to challenge the single-source justification is Tuesday, April 16, 2019 at 10:00 a.m. Written questions regarding the solicitation must be submitted by Friday, April 12, 2019 at 10:00 a.m. through the Michigan SIGMA VSS website, with answers posted publicly to ensure transparency.

No pricing information, set-asides, incumbent contractor details, or specific funding amounts are disclosed in this notice. The solicitation represents a new contract rather than a renewal or extension of existing services. This procurement is categorized under commodity code 03577 for aerial photographs. The State's determination that no viable alternative sources exist for this specific collection of historical aerial imagery forms the basis for the single-source negotiation approach.
