Responses must be submitted by email to benjamin.mendelsohn@treasury.gov and Christopher.Monosiet@treasury.gov by 1:00 PM EST on April 2, 2026, and must include a capability statement (maximum 5 pages), technical capabilities section (3–5 pages), services and program support description (2 pages), pricing approach (1 page), and other constraints/capabilities (1 page), totaling no more than 25 MB. Each response must include a one-page cover sheet with contact information and acknowledgment that the response is for informational purposes only and does not constitute a bid or offer. Treasury reserves the right to follow up with clarifying questions, schedule capability briefings with select respondents, or amend or cancel the notice at any time. SOURCES SOUGHT NOTICE

U.S. Department of the Treasury

Title: Enterprise COTS Learning Solution — Sources Sought Notice

Notice ID: 2032L226N00004 Issue Date: 3/26/2026

1. Purpose:

This Sources Sought Notice is a market research action to identify qualified firms capable of providing an enterprise Commercial-Off-The-Shelf (COTS) web-based learning solution (content + platform + services) for the U.S. Department of the Treasury. Responses will inform acquisition strategy, small business set-aside determination, and potential statement of work refinements. This is not a solicitation; no contract will be awarded from this notice.

2. Background:

Treasury requires an enterprise learning/library capability to support workforce development for ~115,000 employees across bureaus. Historically, Treasury has procured COTS web-based training licenses to augment in-house training. The Department seeks a partner to supply a broad, continuously updated COTS catalog, an enterprise-capable delivery platform (vendor-hosted and LMS-launchable), integration with Treasury’s SAP SuccessFactors-based LMS (ITM SaaS), and programmatic services (implementation, program management, content mapping, reporting, and ROI analysis).

3. High-Level Requirements:

Respondents should confirm capability to provide the following minimum features:

• Users & Scale o Minimum authorized users: 50,000 (scalable to 150,000). Support for 100,000+ concurrent users.

o Transferable licensing across the period of performance (base year + 4 option years).

• Content & Asset Types o SCORM 1.2 / AICC conformant courseware, eBooks, video, virtual/practice labs, certification prep & practice exams, repeatable knowledge checks, simulated learning scenarios.

o Coverage across IT/technical, business skills, certifications (Microsoft, Cisco, Oracle, PMI, CompTIA, CISSP/CERT, HRCI), and federal-specific compliance topics (Section 508, Plain Writing Act, No FEAR, Ethics, Sexual Harassment, OSHA/EPA/DOT hazardous materials, privacy, records management).

• Platform & Integration o Vendor-hosted learning management/delivery platform available 24/7.

o Launchable and trackable from Treasury’s SAP SuccessFactors LMS (ITM SaaS); user learning history must record in Treasury LMS regardless of entry point.

o Production and non-production environments for integration/testing.

• Accreditation & Credits o ACE recommendations, PMI R.E.P. (or equivalent), HRCI alignment, NASBA CPE sponsor registration (no additional processing fees for credits).

• Accessibility & Security o Conformance to Revised Section 508 Standards (36 C.F.R. §1194) and WCAG 2.0 AA.

o FedRAMP Moderate for cloud solutions; U.S.-based hosting; compliance with IRS Pub 4812 and willingness to allow inspection.

o Demonstrated process for 508 validation, remediation plan, and timely fixes (temporary workarounds if permanent fix >2 weeks; Section 508 defects remediated within 30 days).

• Reporting & Administration o Administrative role-based permissions, user grouping (by bureau, occupation, grade, etc.), unlimited configurable reporting, evaluation/survey data capture, mapping content to competencies (OPM ECQs, Clinger-Cohen, OPM 2210), and ability to assemble curricula and learning programs.

• Services & Staffing o Dedicated program manager, course/program design consultants, and implementation/strategy consultants (resumes and approval process).

o Ongoing content refresh, analytics (usage, effectiveness, ROI), and custom reporting capability.

4. Information Requested from Industry (each response must be concise and clearly labeled):
