About this file
This Justification for Exception to Fair Opportunity (JEFO) from U.S. Customs and Border Protection details a task order extension for the Integrated Traveler Initiative (ITI) with Science Applications International Corporation (SAIC). The five-month extension with three optional one-month periods will support the operations and maintenance of the Land Border Integration (LBI) system, which automates screening processes for travelers and vehicles entering and leaving the United States at ports of entry and Border Patrol checkpoints. SAIC will provide technical, engineering, and management services including corrective and preventative maintenance, maintenance scheduling, help desk support, inventory management, warranty management, and testing facilitation.
The document justifies the sole-source extension under FAR 16.505(b)(2)(i)(B), citing SAIC's unique positioning as the incumbent contractor with comprehensive understanding of the project, existing cleared personnel, and a large-scale test facility. The extension will allow for an effective transition from the legacy ITI task order to a new competitive task order while ensuring continuous service. The geographic complexity of the ITI equipment, which is dispersed across contiguous United States, Alaska, and Puerto Rico, further supports the need for SAIC's continued involvement to maintain uninterrupted border processing capabilities.

U.S. Customs and Border Protection Justification for Exception to Fair Opportunity (JEFO) – FAR 16.505(b)(2)(ii)(B)
Exceeding the SAT
- 1 -
Date: July 30, 2025 PR Number: 20147980
1. Agency and Contracting Activity.
The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Enterprise Services, Office of Information and Technology (OIT), Passenger Systems Program Directorate (PSPD), and the Office of Acquisition, Information Technology Contracting Division prepared this Justification for an Exception to Fair Opportunity (JEFO).
2. Nature and/or description of the action being approved.
CBP intends to issue a modification to the current task order (TO) pursuant to FAR 16.505(b)(2)(i)(B); Only one source can provide the supplies or services at the level of quality required because the supplies or services are unique or highly specialized. CBP intends to execute an extension modification to the sole source, firm, fixed-price (FFP) TO, without considering other sources, utilizing General Services Administration’s (GSA) Alliant 2 Best in Class vehicle, to:
Science Applications International Corporation (SAIC) 12010 Sunset Hills Road Reston, VA 20190
3. A description of the supplies or services required to meet the agency’s need (including the estimated value).
The Integrated Traveler Initiative TO meets the agency’s need to provide for the operations and maintenance (O&M) of existing Land Border Integration (LBI) requirement, which serves to automate the processes for screening travelers and vehicles entering and leaving the country via CBP Ports of Entry (POE) or transiting through United States Border Patrol (USBP) checkpoints.
The contractor is to provide technical, engineering and management services to operate and sustain the critical LBI solution infrastructure deployed to land, air and sea crossings and at Border Patrol checkpoints throughout the United States. These services include (but are not limited to) corrective and preventative maintenance, managing and implementing maintenance schedules, maintenance reporting, maintenance help desk support, spare products inventory management, warranty management, maintenance data management, and testing facilitation in separate contractor managed indoor facility.
The purpose of this JEFO is to extend the period of performance while the ongoing competitive acquisition is completed. The current TO period of performance expires on October 31, 2025.
The new period of performance for this action will be a five-month (5) base period with three (3) one-month options as seen below.

Justification for Exception to Fair Opportunity (JEFO) – FAR 16.505(b)(2)(ii)(B)

Given the short-term nature of this interim action and the need to provide continuity of services during a potential transition period, SAIC is the only vendor that is positioned to provide the subject services without causing a significant disruption and an unacceptable cost increase to the program. SAIC is uniquely situated and capable of continuing services upon the expiration of the current ITI TO. SAIC, as the incumbent contractor, possesses the immediate capacity (cleared personnel and other resources) as well as a comprehensive understanding of the project and numerous systems for interoperability. Further, SAIC leases and operates a large-scale test facility, commonly known as Contractor Test Lane Facility (CTLF) located in Sterling, VA. It is unreasonable to expect the facility, equipment, and lease arrangements to be transferred to another contractor for the short duration of this action without a transition period, or have another vendor stand up its own test facility which would require extensive security requirements process that would take months to complete.
Therefore, the period of performance for the proposed TO extension modification is a five (5) month base period, plus three (3) additional one-month options, and SAIC is solely and uniquely situated to meet this interim need.
5. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
The proposed TO extension modification will be solicited on a firm fixed price basis and will require the contractor to provide a skill mix and level of effort build-up of its basis of estimate.
The Contracting Officer will evaluate the level of effort, skill mix, material and proposed technical approach to the Performance Work Statement to determine the total price to be fair and reasonable. The CO will additionally consider SAIC’s published Alliant II contract rates as well as historical labor and material prices from ITI TOs to complete the price analysis.
6. Any other facts supporting the justification.
Additional Supporting Facts:
The proposed ITI TO extension will allow for the effective transition from the legacy ITI TO to the ITI2.1 competitive TO. SAIC is the only source able to provide continued, uninterrupted service during a transition period.

Without a properly managed transition period that avoids a lapse in service, CBP may not be able to meet Congressional mandates and comply with federal laws and regulations, directives, or policies.
ITI equipment is vastly dispersed at ports of entry and Border Patrol checkpoints throughout the contiguous United States, as well as Alaska and Puerto Rico. This equipment is essential to the accurate and timely processing of passengers and vehicles in and out of the United States. These extensive geographic challenges require the contractor to devote considerable time to onboarding appropriate personnel, as well as to asset management planning. Due to the time constraints, SAIC is uniquely capable of providing these services during an effective transition time frame.
7. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the exception to fair opportunity before any subsequent acquisition for the supplies or services is made.
8. CBP intends to post this requirement on https://www.sam.gov pursuant to FAR 16.505(b)(2)(ii)(D).
This justification will be posted as soon as practicable and in compliance with the above citation.
