About this file
This is an Item Description and Technical Specifications document for a federal procurement of a classified sound-attenuated door and split-frame assembly package. The Federal Law Enforcement Training Centers (FLETC) at Glynco, Georgia requires one factory-engineered, high-performance wood door and split-frame assembly meeting Sound Transmission Class (STC) 50 certification or higher for Room 8, a secure compartmented information facility. The acquisition is a 100% total small business set-aside under NAICS code 561622 (Locksmith), conducted as a competitive Request for Quotation (RFQ) under FAR Part 12 commercial procedures, with a Firm-Fixed-Price contract type. The procurement is supply-only, excluding field installation, on-site labor, perimeter wall integration, acoustic field testing, or finish painting.
The door assembly specifications require nominal 3070 dimensions (3 feet 0 inches wide by 7 feet 0 inches high), architectural-grade wood veneer faces over engineered acoustical damping core, certified to ASTM E90/E413 standards, and a complete heavy-duty hardware suite including a Schlage Model 20-079 626 cylinder, LCN 4040XP door closer, cam-lift hinges, low-profile acoustic threshold, automatic drop-down door bottom seal, factory-drilled internal wiring raceway, and Electronic Power Transfer (EPT) device preparation. All pricing is all-inclusive on an FOB Destination basis to FLETC Glynco, with delivery required within 60 calendar days after receipt of order. Quoters must submit complete technical documentation including certified acoustic laboratory test reports, manufacturer cut sheets, shop drawings, hardware catalog data, and warranty documentation demonstrating compliance with all salient characteristics. The Government will evaluate quotations using a trade-off process prioritizing technical capability and product quality (Factor 1) over delivery schedule and packaging logistics (Factor 2), with price (Factor 3) becoming increasingly critical as technical and delivery proposals become substantially equal.

3.0 Salient Characteristics & Technical Specifications
To be deemed technically acceptable, the quoted door and frame package must meet or exceed all of the following minimum physical, functional, and performance criteria:
3.1 Door Leaf Construction & Acoustic Rating
· Nominal Dimensions: Nominal size 3070 (3 feet 0 inches wide by 7 feet 0 inches high; approximately 36" W x 84" H). Thickness must conform to the manufacturer's certified STC 50 cross-sectional engineering design (typically 1-3/4" to 2-1/2").
· Core & Face Material: Premium architectural-grade wood veneer faces over an engineered acoustical damping core. Core construction must be structurally balanced and resin-bonded to prevent warping, delamination, or acoustical flanking under constant operational cycling.
· Acoustical Performance: Must meet or exceed STC 50 when tested in strict accordance with ASTM E90 (Standard Test Method for Laboratory Measurement of Airborne Sound Transmission Loss of Building Partitions and Elements) and calculated per ASTM E413.
· Fire Labeling: Where required by facility wall design, the door leaf must carry a permanent, certified Underwriters Laboratories (UL) or Warnock Hersey (WHI) fire rating label (e.g., 20-minute, 45-minute, or 60-minute positive pressure fire test).
3.2 Split-Frame Assembly & Sound Sealing System
· Frame Style: Heavy-duty acoustically engineered split metal frame (minimum 14-gauge or 16-gauge cold-rolled or galvannealed steel) designed for slip-on retrofit or wrapping around finished interior drywall/stud wall assemblies.
· Jamb Depth: Sized to match the specific finished wall thickness of Room 8 (including gypsum and any resilient acoustic layer channels).
· Perimeter Acoustic Seals: Integrated dual or perimeter compression acoustic sound seals designed to fit into recessed frame stops. Seals must maintain an airtight, sound-tight gasket seal against the face and perimeter of the door without causing binding or latch failure.
· Threshold & Automatic Door Bottom (ADB): Heavy-duty extruded aluminum sound-rated threshold paired with a concealed or semi-mortised automatic mechanical drop-down door bottom seal that engages firmly against the threshold when closed and retracts upon opening.
3.3 Hardware Suite & Factory Preparations
· Locking Mechanism: Heavy-duty commercial mortise or high-security lockset installed directly into the door at the factory, configured with appropriate backset, armored front, and strike plate.
· Key Cylinder: Supplied with or prepared for a Schlage Model 20-079 626 (satin chrome finish) 6-pin/7-pin key cylinder (or technical equivalent fully compatible with the existing FLETC key management and master system).
· Hinges: Heavy-duty, precision-machined cam-lift hinges engineered specifically for high-mass acoustic doors. Hinges must lift the door leaf slightly during opening to clear the threshold seal and seat the leaf firmly against perimeter gasketing when fully closed.
· Door Closer: Heavy-duty, surface-mounted commercial door closer conforming to LCN 4040XP in aluminum finish (689/powder coat). Must feature adjustable spring power (sizes 1–6), hydraulic fluid for controlled closing, separate sweep and latch valves, and delayed action / backcheck capability capable of overcoming acoustic seal resistance.
· Internal Wiring Raceway: Factory-drilled continuous internal horizontal/vertical conduit raceway within the door core to allow future wiring of access control hardware (card readers, electric strikes/latches, request-to-exit switches) without compromising acoustic ratings.
· Electronic Power Transfer (EPT): Precision factory door and frame mortise preparation for a concealed architectural Electronic Power Transfer hinge/unit (e.g., Securitron EPT, Von Duprin EPT-10, or equivalent). The physical EPT unit shall be prepped and shipped loose for electrical pull and field installation.
4.0 Additional Technical & Quality Constraints
· New Equipment Only: All door leaves, split frames, cam-lift hinges, seals, locking mechanisms, closers, and installation accessories provided under this contract must be newly manufactured, pristine, unused, and in first-class condition. Reconditioned, re-manufactured, used, or surplus equipment is strictly unacceptable.
· Standard Warranty: The contractor shall provide the standard manufacturer’s commercial warranty (minimum one year) covering defects in materials and workmanship, including structural core stability, acoustic barrier integrity, finish delamination, seal degradation, and mechanical hardware failures under normal indoor operational conditions.
· Complete Hardware Inclusion: The contractor must supply all hardware, components, connector fasteners, mounting brackets, perimeter sound seals, threshold, and installation accessories required for the complete assembly and mounting of the door and split frame package. No additional door hardware shall be required for Government personnel to assemble and seal the door assembly.
· Technical Documentation: The contractor shall provide a complete set of the manufacturer's official technical specification sheets, shop drawings, rough opening tolerances, wiring schematics for internal raceway and EPT prep, and complete assembly/installation instructions at the time of delivery.
· Environmental Compatibility: The door assembly, internal damping core, steel frame, and perimeter seals must remain structurally stable and acoustically effective under typical conditioned indoor climate environments (humidity and temperature variations) without warping, binding, or loss of STC rating.
· Acoustic Certification Submission: Offerors must submit complete manufacturer technical specification sheets, product brochures, and official certified acoustic laboratory test reports (ASTM E90 / ASTM E413 certifying STC 50 minimum) with their quote. Failure to submit sufficient technical literature to demonstrate compliance with the Salient Characteristics shall render the quote technically unacceptable.
5.0 Delivery, Inspection, and Acceptance
· Delivery Terms: FOB Destination. The contractor is responsible for freight transportation, in-transit insurance, and safe delivery to:
Federal Law Enforcement Training Centers (FLETC) 1131 Chapel Crossing Road, Building 261 Receiving Glynco, GA 31524 Attn: Room 8 Project / Physical Security Office
· Packaging & Palletization: The door leaf and split frame must be securely crated in protective heavy-duty wooden shipping crates or pallet enclosures with edge protectors, waterproof wrapping, and shock indicators to prevent cosmetic surface damage, edge chipping, or frame bending during transit. Loose hardware items must be packaged, labeled, and inventoried in distinct sub-boxes inside the master crate.

(End of Section D) SECTION E – Inspection and Acceptable
FAR 52.246-2 Inspection of Supplies-Fixed-Price (Aug 1996)
(a) Definition. "Supplies," as used in this clause, includes but is not limited to raw materials, components, intermediate assemblies, end products, and lots of supplies.
(b) The Contractor shall provide and maintain an inspection system acceptable to the Government covering supplies under this contract and shall tender to the Government for acceptance only supplies that have been inspected in accordance with the inspection system and have been found by the Contractor to be in conformity with contract requirements. As part of the system, the Contractor shall prepare records evidencing all inspections made under the system and the outcome. These records shall be kept complete and made available to the Government during contract performance and for as long afterwards as the contract requires. The Government may perform reviews and evaluations as reasonably necessary to ascertain compliance with this paragraph. These reviews and evaluations shall be conducted in a manner that will not unduly delay the contract work. The right of review, whether exercised or not, does not relieve the Contractor of the obligations under the contract.
(c) The Government has the right to inspect and test all supplies called for by the contract, to the extent practicable, at all places and times, including the period of manufacture, and in any event before acceptance. The Government shall perform inspections and tests in a manner that will not unduly delay the work. The Government assumes no contractual obligation to perform any inspection and test for the benefit of the Contractor unless specifically set forth elsewhere in this contract.
(d) If the Government performs inspection or test on the premises of the Contractor or a subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, at no increase in contract price, all reasonable facilities and assistance for the safe and convenient performance of these duties. Except as otherwise provided in the contract, the Government shall bear the expense of Government inspections or tests made at other than the Contractor’s or subcontractor’s premises; provided, that in case of rejection, the Government shall not be liable for any reduction in the value of inspection or test samples.
(e) (1) When supplies are not ready at the time specified by the Contractor for inspection or test, the Contracting Officer may charge to the Contractor the additional cost of inspection or test.
(2) The Contracting Officer may also charge the Contractor for any additional cost of inspection or test when prior rejection makes reinspection or retest necessary.
(f) The Government has the right either to reject or to require correction of nonconforming supplies. Supplies are nonconforming when they are defective in material or workmanship or are otherwise not in conformity with contract requirements. The Government may reject nonconforming supplies with or without disposition instructions.
(g) The Contractor shall remove supplies rejected or required to be corrected. However, the Contracting Officer may require or permit correction in place, promptly after notice, by and at the expense of the Contractor. The Contractor shall not tender for acceptance corrected or rejected supplies without disclosing the former rejection or requirement for correction, and, when required, shall disclose the corrective action taken.
(h) If the Contractor fails to promptly remove, replace, or correct rejected supplies that are required to be removed or to be replaced or corrected, the Government may either (1)by contract or otherwise, remove, replace, or correct the supplies and charge the cost to the Contractor or (2) terminate the contract for default. Unless the Contractor corrects or replaces the supplies within the delivery schedule, the Contracting Officer may require their delivery and make an equitable price reduction. Failure to agree to a price reduction shall be a dispute.
(i) (1) If this contract provides for the performance of Government quality assurance at source, and if requested by the Government, the Contractor shall furnish advance notification of the time-
(i) When Contractor inspection or tests will be performed in accordance with the terms and conditions of the contract; and
(ii) When the supplies will be ready for Government inspection.
(2) The Government’s request shall specify the period and method of the advance notification and the Government representative to whom it shall be furnished. Requests shall not require more than 2 workdays of advance notification if the Government representative is in residence in the Contractor’s plant, nor more than 7 workdays in other instances.
(j) The Government shall accept or reject supplies as promptly as practicable after delivery, unless otherwise provided in the contract. Government failure to inspect and accept or reject the supplies shall not relieve the Contractor from responsibility, nor impose liability on the Government, for nonconforming supplies.
(k) Inspections and tests by the Government do not relieve the Contractor of responsibility for defects or other failures to meet contract requirements discovered before acceptance. Acceptance shall be conclusive, except for latent defects, fraud, gross mistakes amounting to fraud, or as otherwise provided in the contract.
(l) If acceptance is not conclusive for any of the reasons in paragraph (k) hereof, the Government, in addition to any other rights and remedies provided by law, or under other provisions of this contract, shall have the right to require the Contractor (1)at no increase in contract price, to correct or replace the defective or nonconforming supplies at the original point of delivery or at the Contractor’s plant at the Contracting Officer’s election, and in accordance with a reasonable delivery schedule as may be agreed upon between the Contractor and the Contracting Officer; provided, that the Contracting Officer may require a reduction in contract price if the Contractor fails to meet such delivery schedule, or (2) within a reasonable time after receipt by the Contractor of notice of defects or nonconformance, to repay such portion of the contract as is equitable under the circumstances if the Contracting Officer elects not to require correction or replacement. When supplies are returned to the Contractor, the Contractor shall bear the transportation cost from the original point of delivery to the Contractor’s plant and return to the original point when that point is not the Contractor’s plant. If the Contractor fails to perform or act as required in paragraph (l)(1) or (l)(2) of this clause and does not cure such failure within a period of 10 days (or such longer period as the Contracting Officer may authorize in writing) after receipt of notice from the Contracting Officer specifying such failure, the Government shall have the right by contract or otherwise to replace or correct such supplies and charge to the Contractor the cost occasioned the Government thereby.

SECTION L- Instructions, conditions, and notices to offerors or respondents
L.2 INSTRUCTIONS TO OFFERORS (Addendum to FAR 52.212-1) Quote Submission Requirements:
Quoters shall submit complete quotes electronically to the Contracting Officer as instructed in the solicitation. Quotes must contain the following separate and clearly labeled sections:
Part I – Technical Capability & Delivery Schedule (Non-Price)
1. Standard Form 1449 and Solicitation Amendment Execution (Mandatory):
The contractor is responsible for completing, signing, and returning the Standard Form 1449 (SF-1449), filling out all required contractor blocks (specifically Blocks 17a, 30a, 30b, and 30c). Additionally, the contractor is responsible for fully executing and returning all issued solicitation amendments (SF-30) to acknowledge receipt and agreement with changed terms. Failure to submit a completed SF-1449 or acknowledge issued amendments may render the quote ineligible for award.
2. Quote Validity Period:
All submitted quotes must remain firm and valid for a minimum of 45 calendar days from the solicitation closing date. The quote must explicitly state compliance with this validity period.
3. Late Submissions (FAR 52.212-1(c)):
Any offer, modification, or revision received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered for evaluation or award, unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition.
4. Technical Literature (Mandatory):
Quoters must submit complete manufacturer technical specification sheets, product brochures, and official certified acoustic laboratory test reports (ASTM E90 / ASTM E413 certifying STC 50 minimum) with the quote demonstrating that the proposed products meet or exceed the Salient Characteristics (Section 3.0).

Section M- Evaluation Factors For Award
M1. EVALUATION FACTORS FOR AWARD (Addendum to FAR 52.212-2 & 12.203(c) M1.1 Source Selection Authority & Regulatory Framework
This procurement is conducted as an open-market, competitive Request for Quote (RFQ) under the authority of the Federal Acquisition Regulation (FAR) Part 12 Commercial Overhaul, which governs the acquisition of commercial products and services.
Award will be made utilizing a Trade-Off Process as outlined in FAR 12.203 and this solicitation. The formal negotiation procedures of FAR Part 15 are not applicable to this streamlined commercial acquisition, except where explicitly cited for evaluation techniques.
M1.2 Basis for Award: Best Value Trade-Off Determination
The Government intends to award a single, firm-fixed-price commercial contract to the responsible offeror whose quotation conforms to all solicitation terms and conditions and represents the Best Value to the Government. The selection will be made utilizing a trade-off process between technical merit, delivery capability, and total evaluated price, in accordance with FAR 12.203.
· Relative Importance of Evaluation Factors:
· Non-price factors (Factor 1: Technical Capability & Product Quality and Factor 2: Delivery Schedule & Packaging Logistics), when combined, are significantly more important than Price.
· Factor 1 (Technical Capability & Product Quality) is more important than Factor 2 (Delivery Schedule & Packaging Logistics).
· Factor 3 (Price) is the least important factor; however, price becomes increasingly critical as technical ratings and delivery timelines between competing offerors become substantially equal.
· Trade-Off Principles:
· The Government reserves the right to award to a higher-priced offeror if the Contracting Officer determines that superior technical capability, verified higher acoustic performance headroom (STC rating above 50), enhanced warranty terms, or an accelerated delivery timeline warrants the payment of a price premium.
· Conversely, the Government will not pay an unjustified or excessive price premium for technical features or delivery schedules that provide negligible operational benefit to the Secure Working Area (SWA) / Room 8 facility.
· An offer rated Unacceptable under any non-price factor will be deemed technically non-compliant and cannot be selected for award, regardless of quoted price.
The Government intends to issue a single, Firm-Fixed-Price Commercial Purchase Order resulting from this RFQ to the responsible offeror whose quote represents the Best Value to the Government, utilizing a Trade-Off Process in accordance with FAR 12.602.
The Government may award to other than the lowest-priced quoter if a higher-priced quote is determined to provide a significantly greater technical benefit or a faster delivery schedule to the training ranges.
The non-price evaluation factors (Factors 1 and 2), when combined, are significantly more important than Price. Factor 1 (Technical Capability & Product Quality) is more important than Factor 2 (Delivery Schedule & Packaging Logistics). As the technical capabilities and delivery schedules between competing offerors become increasingly equal, the total evaluated price will become the deciding factor for award.
Detailed Evaluation Criteria:
Quotes will be evaluated based on the following factors:
· Factor 1: Technical Capability & Product Quality The Government will evaluate the offeror's technical documentation, product cut sheets, shop drawings, and certified acoustic laboratory test reports to determine whether the proposed door, split frame, and hardware suite satisfy all physical, functional, and acoustic specifications outlined in the Item Description (Sections 3.0 and 4.0).
· To be rated Acceptable, under this factor, the proposed items must meet or exceed the following minimum specifications:
1. Acoustic Performance Certification (STC 50 Minimum): Mandatory submission of an official test report from an accredited, independent acoustic laboratory (e.g., Intertek, Riverbank, NGC, or Western Electro-Acoustic Laboratory) certifying that the exact door slab, frame profile, and perimeter seal configuration achieves an STC 50 rating or higher in strict compliance with ASTM E90 and calculated per ASTM E413.
2. Door Leaf Construction & Split Frame: Nominal 3070 size (36" W 84" H) with architectural wood veneer faces over an engineered acoustical damping core. Heavy-duty split steel acoustic frame (minimum 14-gauge or 16-gauge cold-rolled or galvannealed steel) with adjustable wall wrap sized for Room 8 finished wall thickness.
3. Hardware Suite & Sound Sealing Integration: Matched heavy-duty precision cam-lift hinges; heavy-duty surface closer conforming to LCN 4040XP in aluminum finish (or approved equivalent); commercial lockset installed and prepped for a Schlage Model 20-079 626 cylinder (or approved equivalent); low-profile acoustic threshold; and automatic mechanical drop-down door bottom seal.
4. Access Control & Electrical Preparations: Factory-drilled continuous internal conduit raceway within the door core; precision factory mortise prep on door edge and frame jamb for an architectural Electronic Power Transfer (EPT) unit (e.g., Securitron EPT, Von Duprin EPT-10, or approved equivalent), with the physical EPT unit prepped and shipped loose.
5. Quality Constraints & Warranty: Newly manufactured items only (no surplus or remanufactured goods) and inclusion of the standard manufacturer's commercial warranty (minimum one year) covering defects, structural core integrity, acoustic seals, and hardware.
If a proposal receives an "Unacceptable" rating for the Technical Capability factor, the entire quote will be deemed technically unacceptable and will not be considered further for award.
Factor 1: Technical Capability Rating Chart
Rating
Definition
Acceptable
The quotation clearly meets all minimum physical, acoustic, and mechanical requirements of the solicitation. The proposed equipment meets or exceeds all specifications outlined in Sections 3.0 and 4.0 of the Item Description. The offeror provided all required technical literature, product brochures, shop drawings, and an accredited ASTM E90 / E413 STC 50 laboratory test report demonstrating compliance.
Unacceptable
The quotation fails to meet one or more minimum physical, acoustic, or mechanical specifications outlined in the Item Description; fails to provide an accredited ASTM E90 / E413 STC 50 laboratory test report; proposes incompatible hardware, frames, or seals; or fails to provide sufficient technical literature to verify compliance. Quotations rated Unacceptable are ineligible for award.
· Factor 2: Delivery Schedule & Packaging Logistics The Government will evaluate the offeror's guaranteed delivery schedule, shipping terms, and crating specifications to ensure reliable, damage-free delivery to FLETC Glynco, Building 261 Receiving, minimizing range and facility downtime for Room 8.
To be considered acceptable, under this factor, the contractor shall meet or exceed the following delivery terms (outlined in the Item Description, Section 5.0):
1. Delivery Timeline: Binding commitment to complete delivery of the door leaf, split frame, hardware suite, and installation accessories within 60 calendar days After Receipt of Order (ARO).
2. FOB Destination Terms: Agreement that delivery will be performed on a strict FOB Destination basis to FLETC Glynco, GA, with all freight, in-transit insurance, and transportation costs included in the firm-fixed-price of CLIN 0001.
3. Protective Packaging: Detailed crating specifications demonstrating protective heavy-duty wooden crate packaging with internal corner bracing, waterproof barrier lining, shock indicators, and segregated sub-boxed hardware to prevent surface scratching, edge chipping, or frame distortion during transit.
Factor 2: Delivery Schedule & Packaging Logistics
Rating
Definition
Acceptable
The quotation meets or exceeds the required delivery timeline. The offeror proposed a firm, realistic delivery timeline of 60 calendar days or fewer ARO to FLETC Glynco, GA, on an FOB Destination basis, and provided compliant heavy-duty protective crating specifications confirming delivery without logistical exceptions.
Unacceptable
The quotation fails to meet the required timeline. The offeror proposed a delivery timeline exceeding 60 calendar days ARO, failed to specify a binding delivery timeline, provided a delivery schedule with conditional terms or qualifications, failed to agree to FOB Destination terms, or proposed inadequate packaging creating risk of transit damage. Quotations rated Unacceptable are ineligible for award.
Factor 3: Price (Commercial Pricing Analysis)
Price Evaluation Methodology (FAR Part 12)
The Government will evaluate the Price Proposals of all offerors whose technical proposals and delivery schedules were rated Acceptable under Factors 1 and 2. The price evaluation will be conducted in strict accordance with FAR 12.204.
Price Evaluation Methodology The Government will evaluate the Price Proposals of all offerors whose technical proposals and delivery schedules were rated Acceptable under Factors 1 and 2. Prices must be complete, fair, and reasonable. The evaluation will be conducted using the following four steps:
Step 1: Price Reasonableness Determination
· Basis of Reasonableness: Pursuant to FAR 12.204(a), the Contracting Officer must determine the price to be fair and reasonable. Whenever possible, this determination will be based on adequate price competition received in response to this RFQ.
· Alternative Price Analysis: If adequate price competition is not obtained, the Contracting Officer may utilize any of the price analysis techniques described in FAR 15.404-1 to determine price reasonableness.
Step 2: Price Completeness & FOB Destination Verification
· The Government will verify that the quote contains pricing for all requested items in Section B (CLINs 0001).
· The Government will confirm that all CLIN prices include FOB Destination freight to FLETC Glynco, GA.
· The Government will confirm that no sales or local taxes are applied.
Step 3: Total Evaluated Price Calculation
· The Government will calculate the Total Evaluated Price by multiplying the quoted unit prices by the required quantities in Section B and summing the totals.
M1.4 Price Rating and Evaluation Documentation Unlike Factors 1 and 2, Price is not rated "Acceptable" or "Unacceptable." Instead, the Contracting Officer will document one of the following determinations in the final Award Memo, in accordance with FAR 12.204(b):
· Reasonable and Complete: The quote contains pricing for all requested items, and the total price is determined to be fair and reasonable.
· Unreasonable or Incomplete: The quote omitted pricing for required items (such as freight/shipping), or the total cost is determined to be unbalanced or excessively high compared to market standards and the Independent Government Cost Estimate (IGCE). Quotes found to be unreasonable or incomplete will be excluded from award consideration.
The final contract file will include a written description of the procedures used in awarding the contract and the number of quotations received, satisfying the documentation requirements of FAR 12.204(b)(1).
M1.5 Trade-Off Selection & Award Decision
· Initial Screening: Quotations will be evaluated independently under Factor 1 (Technical Capability) and Factor 2 (Delivery Schedule & Packaging Logistics) on an Acceptable / Unacceptable basis. Quotations rated Unacceptable under either non-price factor will be eliminated from further consideration.
· Price Assessment: Conforming quotations rated "Acceptable" under Factors 1 and 2 will be ranked by Total Evaluated Price (the sum of CLIN 0001) and evaluated for price reasonableness under Factor 3.
Trade-Off Determination:
· If the lowest-priced conforming quotation also provides the best delivery timeline and fully compliant technical capabilities, award will be made to that offeror without further trade-off.
· If a higher-priced quotation offers technical benefits (such as certified acoustic attenuation exceeding STC 50, heavier-gauge split frames, extended commercial warranties, or delivery significantly faster than 60 days ARO), the Contracting Officer will determine whether those technical or logistical advantages warrant paying a price premium over a lower-priced acceptable offer.
· The source selection decision will document the explicit rationale for paying, or declining to pay, a price premium in the official award memorandum.
M1.6 Responsibility & Pre-Award Verification Prior to award, the Contracting Officer will verify contractor responsibility pursuant to FAR Subpart 9.1. This includes:
· Active registration and completed representations in SAM.gov.
· Verification that the contractor is not debarred, suspended, or proposed for debarment.
· A determination that the contractor possesses adequate financial resources, technical…
