United States Department of Energy

Synopsis

Hanford Integrated Tank Disposition Contract (ITDC) Procurement

The U.S. Department of Energy (DOE) is pleased to announce the upcoming Hanford Integrated

Tank Disposition Contract (ITDC) Request for Proposal (RFP) and competition to be one of the

Department’s premier contractors leading the nation’s largest and most complex radioactive waste cleanup. This notice is a synopsis in accordance with FAR Subpart 5.2 for the Hanford

ITDC procurement. Within the first quarter of CY21, DOE anticipates the issuance of a Draft

RFP 89303321REM000084, for the Hanford ITDC. The new contract replaces the Tank

Operations Contract (TOC) currently performed by Washington River Protection Solutions, LLC

(WRPS) and set to expire in September 2021, and integrates scope associated with the Waste

Treatment and Immobilization Plant (WTP) Operations.

DOE is contemplating a Single-Award Indefinite Delivery / Indefinite Quantity (IDIQ) contract vehicle using EM’s “End State Contract Model” (ESCM). The ESCM is a concerted effort within EM to reinvigorate the nuclear waste cleanup completion mindset. The ESCM provides

EM the opportunity to partner with industry and stakeholders to openly negotiate risk-based interim and final End States to reach completion. DOE expects a 10-year ordering period for

Hanford ITDC. ESCM employs a Two-Step Process:

1. Competitive, qualifications-based Single-Award IDIQ RFP; and

2. Post-award negotiation of discrete scopes of work through effective partnering on a Task

Order basis (Firm Fixed Price or Cost Reimbursement).

DOE is seeking a partnering contractor to accomplish scope covered under this contract including, but not limited to the following: Transition; Operation of WTP; Operation of Tank

Farm Facilities including Single-shell Tank (SST) Waste Remediation and Closure, design, construction, and operation of Waste Receiving Facilities and pretreatment capabilities, as necessary; and Core Functions such as Project Management, Environment, Safety, Health and

Quality, Security and Emergency Services, and Business Performance Requirements.

This procurement will be 100% full and open competition. The Government does not intend to acquire a commercial item or service using FAR Part 12. The North American Industry

Classification System (NAICS) code for this requirement is Code 562211, Hazardous Waste

Treatment and Disposal with a size standard of $41.5 million. Further information concerning size standards can be found at the following website:

https://www.sba.gov/federal-contracting/contracting-guide/size-standards.

DOE published a dedicated webpage for this procurement. All news/announcements, documents

(including the Draft and Final RFP), questions/answers, pre-solicitation conference information, and related links will be posted to the following webpage:

https://www.emcbc.doe.gov/SEB/HanfordITDC. The Draft and Final RFPs will also be posted to the FedConnect website at: www.fedconnect.net.

DOE intends to conduct a pre-solicitation conference, site tour and one-on-one sessions with interested parties for this procurement. Interested parties are encouraged to review the Draft RFP prior to the pre-solicitation conference, site tour and one-on-one sessions. DOE anticipates scheduling these activities approximately three weeks after issuance of the Draft RFP. Interested parties should continue to monitor the ITDC Procurement website for specific details at:

https://www.emcbc.doe.gov/SEB/HanfordITDC.

No additional synopsis will be released prior to issuing the Draft or Final RFP.
