2.1 INTERNATIONAL TRADE COMMISSION MISSION STATEMENT
The U.S. Internat ional Trade Commission is a n i ndependen t , quasi- judicial federa l a g e n c y establ ished by
Congress wi th a w i d e range of t rade- re la ted manda tes . The USITC's mission is threefo ld : to administer U.S.
t r ade remedy laws in a fair a n d ob jec t i ve manner ; to p rov ide the President, the U.S. Trade Representat ive
(USTR), a n d the Congress wi th i n d e p e n d e n t , qual i ty analysis, in format ion, a n d support on matters of tariffs a n d internat ional t rade a n d compet i t iveness; a n d to main ta in the Harmonized Tariff Schedu le (HTS) of the United

2.2 BACKGROUND
The Dynamic Genera l Equilibrium (DGE) m o d e l is a tool t ha t c a n b e used to analyze short-term a n d long- term ef fects of t rade pol icy. DGE models are used by m a n y Federal agenc ies (e.g., Treasury a n d the Federal
Reserve) to m a k e m a c r o e c o n o m i c forecasts. In DGE models, consumers a n d c o m p a n i e s m a y take future ou t comes into a c c o u n t w h e n mak ing cho ices; the incorpora t ion of future ou t comes into current decis ion mak ing gives rise to realistic estimates in these models. DGE models focus on short-term ad jus tment of a n e c o n o m y to po l icy changes : they c a n est imate a transition p a t h a n d n e w state of t he e c o n o m y under a n e w t rade pol icy. DGE models w i th b o n d t rad ing (" incomplete f inancia l markets") c a n prov ide realistic estimates of current a c c o u n t ba lances . In contrast, DGE models wi th idea l f inancia l markets ( "comple te f inancia l markets") are less suited for est imat ion of current a c c o u n t ba lances .
2.3 OBJECTIVES
The DGE m o d e l will a l low the Commission to prov ide analysis of the short-term ef fects of t r ade po l icy changes .
The DGE m o d e l will i ncorpora te a m in imum of 3 countries a n d 2 sectors or 2 countr ies a n d 3 sectors. The countr ies must inc lude the United States a n d its major t r ade partners. The sectors must inc lude major sectors of t he U.S. e c o n o m y . The de l ivered m o d e l will inc lude, based on recen t empir ica l analysis, all key structural parameters n e e d e d to simulate a w i d e var iety of pol icy scenarios.
Product ion techno logy will b e b a s e d on labor a n d cap i t a l . Cap i ta l markets will h a v e real rigidities a n d ad justment costs, so tha t cap i t a l will display sluggish ad justment to equi l ibr ium. The m o d e l will i ncorpora te internat ional cap i ta l flows by in t roduc ing internat ional b o n d markets. Trading in b o t h commod i t i es a n d assets will a l low the m o d e l to analyze bo th op t ima l in ter tempora l a n d in f ra tempora l a l loca t ion of resources. Models w i th c o m p l e t e f inancia l markets w o u l d no t b e suitable.
The solution algor i thm will assume tha t t r ade pol icy shocks are pe rmanen t . Models tha t assume constant s teady state a n d focus only on tempora ry shocks w o u l d not be suitable. Preference will b e g iven to models tha t use the shoot ing algor i thm fo l lowing M e n d o z a a n d Tesar (1998, AER).
