About this file

This document is a Request for Response (RFR) from the Commonwealth of Massachusetts Operational Services Division (OSD) for a Statewide Contract (ITC71) for Security, Surveillance, Monitoring, and Access Control Systems. The procurement is open to multiple categories of eligible entities including state agencies, cities, towns, counties, public authorities, libraries, schools, public hospitals, higher education institutions, and public purchasing cooperatives. The solicitation seeks to establish multiple contract awards across the state to provide comprehensive security system solutions.

The contract covers four primary categories: (1) Catalog Sales, (2) Security Systems Integration, (3) Security Systems Monitoring Services, and (4) Locks, Locksmiths, Door Closures, and Related Hardware. The estimated annual contract value is $25 million, with an initial contract duration of 5 years and potential renewal options of two additional 2-year periods, for a maximum contract duration of 9 years. Pricing will be ceiling-based, with discounts applied to manufacturer suggested retail prices, and contractors will be required to pay a 1% administration fee on sales. The OSD intends to award a minimum of ten contractors per category and will evaluate bids based on mandatory specifications, with special emphasis on supplier diversity program commitments, which will account for 10% of the total evaluation score.
