Category 1: Restricted to vendors on the NASPO ValuePoint multistate contract for Copiers, Printers, and Related Devices who agree to execute a Participating Addendum with the Commonwealth. This category covers various equipment groups such as convenience copiers, production copiers, wide format, printers, digital duplicators, and scanners. Category 2 covers digital duplicators, Category 3 covers scanners and scanning services, Category 4 covers production printers, and Category 5 covers supplies and services. The contract will allow for the procurement of OEM and remanufactured supplies, with an emphasis on remanufactured supplies to support the Commonwealth's Environmentally Preferable Purchasing policies. Vendors interested in providing archival scanning services should monitor the reopening of the Statewide Contract for Records Management, Storage and Archiving Services (FAC96).

ITC66: Copiers, Printers, and Related Devices

The ITC66 Strategic Sourcing Team (SST) intends to construct the Statewide Contract for Copiers, Printers, and Related Devices (ITC66) with the following categories:

Category 1: NASPO Copiers, Printers, and Related Devices Restricted to vendors on the NASPO ValuePoint multistate contract for Copiers, Printers, and Related Devices who agree to execute a Participating Addendum with the Commonwealth of Massachusetts. Products available under this category will follow the group structure of the NASPO awards:

Group A: Convenience Copiers Group B: Production Copiers Group C: Wide Format Group D: Printers Group E: Digital Duplicators Group F: Scanners

Category 2: Digital Duplicators Open to Original Equipment Manufacturers (OEMs) of Digital Duplicator Equipment and including maintenance services and supplies.

Category 3: Scanners and Scanning Services Open to scanner OEMs for those customers whose staff perform the scanning service. Also open to vendors providing production scanning services off-site and/or on-site. This category is intended to replace the expiring Statewide Contract for Document Solutions, OFF27.

Vendors seeking to perform archival scanning services should monitor COMMBUYS (www.commbuys.com) for the reopening of the Statewide Contract for Records Management, Storage and Archiving Services, FAC96.

Category 4: Production Printers Open to OEMs of production level print machines.

Category 5: Supplies and Services Open to providers of authorized maintenance services and supplies for the equipment available under this contract. OEM and remanufactured supplies are allowed, with an emphasis on remanufactured supplies in support of the Commonwealth’s Environmentally Preferable Purchasing policies.

How to Submit a Bid Response For Category 1 Vendors on the National Association of State Procurement Officials (NASPO) ValuePoint contract for Copiers, Printers and Related Devices 14-19 have been invited to execute Participating Addenda with the Operational Services Division in order to establish Category 1. NASPO ValuePoint vendors should respond by following the instructions provided in their invitation.

NASPO ValuePoint vendors should utilize the Q&A functionality of this Bid record to submit questions that arise, if any, as they prepare their bid responses. Responding vendors are strongly encouraged to review the questions and answers on the Q&A tab prior to submitting a question.

For Categories 2 – 5 A Request for Responses (RFR) will be published in July on COMMBUYS (www.commbuys.com) under a separate Bid record bearing the Bid Description “ITC66 Categories 2 – 5”. Interested vendors should wait for the publication of the RFR and supporting documents prior to contacting the Strategic Sourcing Team.

NASPO vendors with whom we execute Participating Addenda are not required to submit bid responses to Categories 2 – 5 unless they seek to add equipment NOT awarded under their NASPO contracts.

In addition, vendors interested in responding to Category 3: Scanners and Scanning Services should monitor the reopening of Statewide Contract for Records Management, Storage and Archiving Services – FAC96, review the requirements, and respond if appropriate.
