The solicitation is restricted to four Idaho institutions of higher education: Boise State University, Idaho State University, University of Idaho, and Lewis-Clark State College. The contract requires the selected contractor to conduct a family caregiver survey, perform a Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis through listening sessions with service providers and community-based organizations, develop an annual reporting plan, and host a statewide learning opportunity for family caregivers. Additional responsibilities include quarterly participation in Idaho Caregiver Alliance meetings and bimonthly coordination meetings with Department staff. The initial contract term runs seven months from January through July 2025, with anticipated extensions for two additional years, not to exceed four years total. Questions must be received by November 14, 2024, with sealed bids due by December 5, 2024, at 5:00 p.m. Mountain Time. Bid opening is scheduled for December 6, 2024, at 8:30 a.m. Mountain Time via virtual electronic opening.
The contract is structured as a fixed unit cost, indefinite quantity arrangement with costs remaining firm throughout the initial seven-month term. The contractor must provide a fully-burdened rate including all operating expenses, personnel costs, overhead, supplies, travel, and speaker fees, along with a mandatory thirty percent in-kind non-federal match for services delivered. The funding source is a four-year Administration for Community Living (ACL) Lifespan Respite grant totaling $400,000, with seventy percent (70%) funded by ACL/HHS and thirty percent (30%) funded by the state of Idaho. Bidders must demonstrate a minimum of five years of experience improving family caregiver outcomes across the lifespan and must show organizational capacity to implement additional work assignments in subsequent years. The Department will award the contract to the responsive, responsible bidder with the lowest total cost, provided all bid schedule items are completed. Quarterly invoicing is required within thirty days after each billing period, accompanied by itemized expenditures, program reports, and in-kind match documentation.

4 BACKGROUND
The ADRD Program has a main focus of Alzheimer’s and dementia and also focuses on family caregivers in a two (2)-pronged approach; 1. Family caregivers of people who have dementia, and 2. Family caregivers of anyone of any age and ability as the family caregiver’s health and brain health is at an increased risk of prematurely declining due to the additional strain of caregiving. In 2023, the ADRD Program received an award for four (4) years of funding through the Administration for Community Living (ACL) Lifespan Respite grant but did not receive state spending authority until July 1, 2024, delaying efforts for one (1) full year. In previous years, the funding was hosted through the Idaho Commission on Aging (ICOA). Due to a lack of capacity to monitor the funding requirements and serve family caregivers across the lifespan, the ICOA determined it was best to forego applying for additional years.
The ADRD Program will be working alongside stakeholders, including the ICOA, and the Contractor to assess and expand respite services and supports throughout Idaho for family caregivers across the lifespan. The Contractor must have the demonstrated capacity to provide the necessary resources to reach family caregivers and service providers across the state. The ADRD Program will assist in facilitating connections of the Contractor with existing stakeholders who are invested in family caregivers supports and services across the lifespan of the Contract but must not be relied upon to be the family caregiver expert across the lifespan of the Contract.
The initial term is anticipated to be seven (7) months and it is anticipated that the Contract will be renewed past the original term, but the estimated quantities will need to be adjusted due to building upon the findings from this first seven (7) months of work. The goal is to find a collaborative partner who cannot just complete the first seven (7) month’s objectives, but help Idaho expand upon the existing foundation that serves family caregivers across the lifespan of the Contract.
5 ORGANIZATION, Key Personnel and Qualifications PROVIDE A PROFILE OF YOUR BUSINESS WITH YOUR BID INCLUDING YOUR BUSINESS HISTORY THAT MEETS THE FOLLOWING REQUIREMENTS:

Bidders must demonstrate organizational capacity to implement additional phases/work assignments in subsequent years as outlined below in the scope of work (6.III.A.).
This is a pass/fail requirement. It is at the Department’s sole discretion to determine if the Bidder meets the requirements as outlined above, based on the information provided by the Bidder.
