About this file
This addendum document, issued by the City of Casselberry Procurement and Contract Management Division on July 28, 2026, provides clarifications and answers to bidder questions regarding ITB-2026-1468 for the PW 2516 Gee Creek Erosion Control Projects. The addendum confirms that the solicitation response deadline remains Thursday, August 20, 2026, at 2:00 p.m. The document addresses five critical questions from bidders regarding coating specifications and installation requirements for the steel sheet pile wall system, including confirmation that 100% inorganic zinc primer coating must be applied to both faces and the full pile length including interlocks, that 16-mil minimum coal-tar epoxy coating is required on the ditch/front face only, and that the coating vertical limits shall extend for the top 5 feet of the steel sheet pile. The addendum also clarifies that the applicable wall length for coating quantity and pricing purposes is 159 linear feet of steel sheet piling, as identified in the C-6 bid-item schedule.
The addendum confirms that coal-tar epoxy coating shall be factory-applied before installation, with damaged areas, cutoffs, and field welds repaired after driving in accordance with FDOT Section 560. Field-applied coal-tar epoxy coating repairs must extend a minimum of 1 foot in each direction of the repair limits and include all field preparations and primer recommended by the manufacturer. All bidders are required to acknowledge receipt of this addendum by signing and returning the provided form prior to the bid due date and time, or by including the addendum with their submittal. Failure to acknowledge the addendum may result in disqualification of the bidder's response.

II. QUESTIONS AND ANSWERS (Q&A)
Q1) Is 100% inorganic zinc coating required over the entire surface of each sheet pile, including both faces, the full pile length and interlocks?
A1) Yes, the 100% inorganic zinc primer coating is required on both faces, the full pile length, and the interlocks.
Q2) Is the 16-mil minimum coal-tar epoxy coating required on the ditch/front face only?
A2) Yes, the 16-mil minimum coal-tar epoxy coating is required on the ditch/from face only.
Q3) Please confirm the vertical limits of the coal-tar epoxy coating. Should it extend from the top of the steel sheet pile to:
Elevation 54.00:
One foot below the existing front-side ground elevation;
Five feet below the front-of-wall soil elevation;
The lowest elevation established by these criteria?
A3) The proposed Sheet pile Wall System (Sheet pile + Concrete Cap+ Pipe Collars) is designed with 1 ft steps. The vertical limits for the 16-mil minimum coal-tar epoxy coating shall be required for the top 5 feet of the steel sheet pile. This will result with lower coating limits of an elevation 54 for the longer downstream section, an elevation 55 for the middle section and an elevation 56 for the upstream most section between the bridge and pipe collar.
Q4) Please confirm whether the coal-tar epoxy is to be factory applied before installation and whether damaged areas, cutoffs, and filed welds are to be repaired after driving in accordance with FDOT Section 560.

A4) This is correct, the initial coating shall be factory applied before installation and whether repairs are required to damaged areas, cutoffs and field welds on the steel sheet piles after driving then the coal-tar epoxy coating can be field applied to the repaired areas in accordance with FDOT Section 560. The field applied coal-tar epoxy coating shall extend a minimum of 1 ft in each direction of the repair limits. This includes all field preparations and primer recommended by the coal-tar epoxy manufacturer.
Q5) For coating quantity and pricing, please confirm the applicable wall length. Shet C-5 identifies approximately 170 LF of sheet pile, while the C-6 bid-item schedule identifies 159 LF of steel sheet piling.
A5) Use the quantity noted on C-6 bid-item schedule for 159 LF of steel sheet piling.
