About this file

This is a Utility Standards Manual prepared by the City of Casselberry, Florida, establishing comprehensive technical guidelines for engineering material design, construction, and layout for all public utility improvements. The manual covers potable water systems, wastewater collection and treatment, reclaimed water systems, and related infrastructure to be dedicated to, owned by, or maintained by the City. The document provides minimum design and construction standards applicable to projects within the City's corporate limits and utility service area, addressing site preparation, excavation and trenching, utility line installation methods including open cut, horizontal directional drilling, jack and bore, and pipe bursting techniques, gravity sanitary sewers, sanitary sewer force mains, pump stations, and potable and reclaimed water systems. The manual specifies requirements for right-of-way utilization, erosion control, stormwater management, traffic control during construction, and final inspection and acceptance procedures, with provisions for both public and private facility development that will be dedicated to the City upon completion.

The manual establishes uniform minimum standards to promote consistency in utility infrastructure while allowing design flexibility subject to Public Works Director approval when variations from specified standards are proposed with supporting engineering documentation. Materials and products must comply with standards from recognized organizations including ASTM, AWWA, ASCE, and FDOT specifications, with an approved products list provided in Appendix B. All plans must be prepared and sealed by Florida-licensed professional engineers and comply with federal, state, and local regulations. The document requires pre-construction conferences, periodic CITY inspections, substantial completion inspections, and formal final inspections with Record Drawings submittal before project acceptance. Record Drawings must include detailed documentation of actual construction locations, installed materials, utility connections, and digital files in AutoCAD format compatible with the City's GIS system, with failure to comply resulting in withholding of certificates of completion or building permits.
