About this file

This document is an Invitation to Bid (ITB) issued by the Idaho Department of Health and Welfare to establish a contract for the supply of special, low protein medical foods and formula for the State's Phenylketonuria (PKU) program. The ITB seeks bids from qualified vendors to provide a diverse and healthy menu of low-protein items for up to 80 pediatric and adult participants in the PKU program. The contract term is for one year, with the option to extend for up to four years. Bids must be submitted electronically through the IPRO system by September 15, 2023, and will be evaluated based on the lowest total cost. The Department will require the selected contractor to establish ordering procedures, screen orders to ensure participants do not exceed their monthly budgets, and provide free shipping on orders over $50. The contractor must also invoice and collect from third-party payers prior to collecting from the Department or participants.

Over the past four years, the program has expended $350,000 in low protein foods. State and federal funding and policy changes may cause fluctuations in the Department's funding and the products needed. The contractor will be required to maintain specific insurance coverage, including commercial general liability and workers' compensation, and will be subject to audits and records maintenance requirements.

4 BACKGROUND

The Idaho Children’s Special Health Program provides low protein medical foods and formula for Idaho children with PKU. Currently there are approximately forty (40) pediatric participants in the PKU program who will have budgets set by the Department for low protein medical foods and approximately forty (40) adult participants that are eligible to purchase products by self-pay. As part of Title V Maternal and Child Health federal funding, the Department requires a Contract to provide PKU formula and low protein medical foods for the management of PKU and other inborn errors of metabolism which require a low protein diet. Pediatric and adult participants will be assigned a monthly budget based on their individual caloric needs. Over the past four (4) years, the program has expended $350,000 in low protein foods. The Bidder should note that state and federal funding and or policy changes will cause fluctuations in the Department’s funding and or the products needed.
