About this file
This document is a question and answer sheet for Invitation to Bid (ITB) #S-62900-00002679 for Heritage Surveys on the Boundary Vegetation Management Project on the Malheur National Forest (MNF) in Oregon. The project was originally due by September 30, 2022, but the completion date has been changed to start work by August 1, 2022 and finish by December 1, 2022. The ITB requests bidders to provide a list of three references regarding the quality of services provided by the bidder and the key personnel within the last two years. Bidders may use the same references for both the bidder and key personnel. The pay equity certificate requirement does not apply to this project, as heritage surveys do not fall under the listed exemptions.
The project involves multiple jurisdictions in Oregon, including Crook County and the city of Portland. Pricing terms, set-asides, incumbents, funding requirements, and other salient information are not provided in the document.

QUESTIONS AND ANSWERS
Question
1. The project won’t bid until July 7th, but all work is due by September 30th. This seems like a really quick turnaround for so much acreage, is this September 30th date for all fieldwork, or all reporting and documents as well?
Answer: The date to complete work is changed start date to August 1st, 2022 and completion by Dec 1st , 2022.
2. Attachment C asks for “a list of three different firms who can be contacted regarding the quality of services the Bidder provided within the last two (2) years AND three (3) different firms who can be contacted regarding the quality of service the Key Person provided within the last two (2) years.” Are bidders permitted to use the same three references for both?
Answer Yes, the Bidder may use the same references for the Key Person
3. Attachment C asks for “three (3) different firms who can be contacted regarding the quality of service the Key Person provided within the last two (2) years.” However, there is only one box for inputting one reference. Are bidders permitted to attach separate sheets to the form?
Answer Yes, the Bidder may use separate sheets to Attachment C to list the quality of services the Key Person provided.
Question
4. Attachment F states that the Pay Equity Certificate requirement “does not apply to architectural, engineering, photogrammetric mapping, transportation planning or land surveying and related services contracts.” Does the scope of this project fall under those categories?
