About this file

This is an Addendum No. 1 to an Invitation to Bid issued by Brunswick County, North Carolina, for septic tank abandonment services related to the Longwood Road Sewer Project (DWI Project No. SRP-W-ARP-0297-CN4). The project involves the proper abandonment of existing septic tanks serving approximately 200 residential properties, including pumping and disposal of tank contents, crushing and filling tanks with approved material, and removing or permanently capping inlet and outlet piping in accordance with applicable local and state health and environmental regulations. Sealed bids must be received by 2:30 p.m. ET on April 22, 2026, at the Brunswick County Public Utilities Operations Center located at 250 Grey Water Road NE, Supply, NC 28462, with bids to be opened publicly and read aloud at that time. A pre-bid meeting was held on March 12, 2026. The selected contractor must complete all work within 150 days from the Notice to Proceed, with a deadline of no later than October 30, 2026. The contractor will be responsible for ongoing scheduling, day-to-day work coordination with property owners, and site restoration, including cleaning and regrading of disturbed areas.

The awarded contractor must furnish a Performance Bond and a Payment Bond, each equal to 100 percent of the contract price, with all costs associated with obtaining these bonds borne by the contractor. Bid pricing must be firm and fixed for the duration of the agreement, with the county paying only for actual services completed. The actual number of properties may vary from the estimated 200 connections due to factors such as electrical capacity issues, unique site conditions, or lack of existing structures, with any additions or reductions handled through Change Orders. Brunswick County will waive all county-related fees, including permitting fees, but the contractor remains responsible for submitting permit applications and obtaining all required approvals. The Davis-Bacon Act General Decision Number has been updated to NC20260078. The project is funded through a grant program administered by North Carolina's Division of Water Infrastructure (DWI).

Questions, Responses, and Notes:

Below are the questions, responses, and notes discussed during the pre-bid meeting and received via email.

These items are not presented in any particular order. These questions, responses, and notes will be part of this Addendum No. 1.

1. The Bid Documents reference 200 homes. Please confirm whether the exact number is known?

RESPONSE: The 200 connections listed in the Bidding Documents are an estimated quantity for bidding purposes only, as the County is still finalizing the list of properties.

It is our intention to have a final number of properties before executing the agreement with the awarded

Contractor; however, not all of the homes may ultimately qualify for connection. For example, some homes may have electrical capacity issues that prevent installation of a grinder pump under this program, while others may have unique site conditions that make them ineligible. In addition, there are cases where a property owner has signed up but does not yet have an existing structure on the property, which would mean there is no existing septic tank to abandon.

Any additions or reductions to the total number of connections after the agreement is executed will be handled through a Change Order. Regardless of the total number of connections, pricing in the submitted bid must be firm, fixed for the duration of the agreement and any Change Order thereto. The County will only pay for actual services completed.

2. What is the bond requirement?

RESPONSE: There is no Bid Bond required for this project, but the awarded Contractor will be required to furnish a Performance Bond and a Payment Bond, each equal to one hundred percent (100%) of the contract price, in the form/format included in the Bidding Documents, as set forth in the Instructions to Bidders.

These bonds are required only after Notice of Award to the selected Contractor and should not be submitted with the bid. Refer to the Instructions to Bidders, Section 11 and the General Conditions, Article 58, for additional details regarding the Performance Bond and Payment Bond requirements.

All costs associated with obtaining the Performance Bond, Payment Bond, and overhead shall be borne by the selected Contractor.

3. Will the Contractor need to coordinate with the property owner?

RESPONSE: Yes. The County Inspector will schedule a drive by with the selected Contractor and make introductions where possible once the agreement is fully executed by both parties and the County issues a

Notice to Proceed. The County Inspector can also support on number of initial site assessments/visits to the property owner to assist with introductions and provide clarification on the project, if needed. Ongoing scheduling, day-to-day work timing, and coordination shall be the responsibility of the Contractor.

4. What is the timeline of the project?

RESPONSE: The exact start date will depend on the number of bids received during the bid opening and the selection of the apparent low bidder from the submitted responses. As set forth in the Bidding

Documents, the selected Contractor must complete the Project within 150 days from the Notice to Proceed issued by Brunswick County but in no event later than October 30, 2026. The Notice to Proceed will only be issued after all contingencies in the Notice of Award have been met, and the contract has been fully executed by both parties.

5. Is seeding required?

RESPONSE: Some disturbance to residents’ lawns may be unavoidable when accessing septic tanks. The

Contractor shall follow best practices to minimize impacts and complete proper abandonment procedures.

All disturbed areas must be cleaned and regarded. The Contractor must leave the site in an acceptable condition upon completion.

Other useful highlights:

1. Brunswick County Public Utilities (BCPU) clarified that all County-related fees, including County permitting fees, will be waived for the grant. The Contractor will still be responsible for submitting the permit applications and obtaining all required approvals for the work.

2. Project Map is available below. The full list of addresses will be provided to the selected Contractor.
