Any questions regarding the State of Idaho Standard Contract Terms and Conditions found at (Contract Terms and Conditions) must also be submitted in writing, using Attachment 1, Bidder Questions, by the deadline identified in the ITB Administrative Information. The State will not consider proposed modifications to these requirements after the date and time set for receiving questions. Questions regarding these requirements must contain the following:

2. Recommended verbiage for the State’s consideration that is consistent in content, context, and form with the State’s requirement that is being questioned.
3. Explanation of how the State’s acceptance of the recommended verbiage is fair and equitable to both the State and to the party submitting the question.
Bids which condition the Bid based upon the State accepting other terms and conditions not found in the ITB, or which take exception to the State’s terms and conditions, will be found non-responsive, and no further consideration of the Bid will be given.
SPECIFICATIONS
Please review Attachment 2. These specifications are the minimum mandatory specifications that your Bid must meet in order for the State to consider your Bid for award. Restate each specification listed in this section, followed by your response demonstrating that your Bid meets or exceeds the required specifications; provide model, part #, or description, as appropriate.
COST
Provide your fully burdened Total Cost on the Bid Schedule (Attachment 3). Bidder’s cost must include delivery FOB Destination to the locations provided on Attachment 3, Bid Schedule. Bidder’s cost must include all training as outlined in Section 12.
BRAND NAME/EQUIVALENT
The brand names used in this solicitation are intended to be descriptive, not restrictive, and are used to indicate the quality and characteristics of items that will be satisfactory. Bids offering “equivalent” items will be considered for award if such products are clearly identified in the bid and are determined by the State to meet the minimum salient characteristics stated in the solicitation. Bidders offering an “equivalent” are required, as a part of the bid response, to furnish all descriptive material, specifications, literature, and brochures necessary for evaluating whether the item offered meets the requirements of the bid. Failure to provide documentation demonstrating equivalency, to the satisfaction of the State, may render the bid non-responsive.
REQUIREMENTS
In addition to the State’s Standard Terms and Conditions, the following applies:
The OSVs must be the latest model of the manufacturer's current standard production, as offered to commercial trade. Though they are not specifically covered herein, all parts necessary to provide a complete and efficient OSVs must be furnished with a unit of this type. The supplier represents that all equipment offered under this specification is new at time of delivery.
The OSVs furnished under these specifications must include all improvements in design and construction as shown in the manufacturer's current literature for the model offered, and it must be clearly evident that the model offered has been in current standard production for at least two (2) years prior to date of delivery.
The OSVs must be completely assembled and adjusted when delivered to the IDPR locations identified in Appendix B, Bid Schedule. All equipment, including standard and supplemental equipment, must be installed as per the manufacturer’s specifications, and be serviced and ready for continuous operation at the time of delivery.
Due to isolated location, long distances to be traveled, deep snow, and steep terrain, the OSVs must operate dependably and efficiently in sub-zero weather. The OSVs must be easy to operate and simple in design in all respects to permit field repair and maintenance and be capable of negotiating cross-country terrain ranging from bare ground to deep, soft, or wet snow. The OSVs must be capable of climbing snow-covered slopes up to sixty percent (60%) grade.
At the time of delivery, The OSVs will be inspected by IDPR’s Equipment Manager or designee to assure that it meets minimum specifications included in the Contractors bid. If IDPR determines that the OSVs are not in accordance with the specifications, the Contractor must pick-up, correct any discrepancies, and re-deliver to the IDPR specified location at the Contractor’s expense. The timeframe for completion of corrective action must not exceed thirty (30) calendar days from receipt of written notification from IDPR’s Equipment Manager or designee.
The OSVs must have a full tank of fuel at the time of delivery.
Demonstration units will not be considered.
Manuals: One (1) complete set of operator and shop manuals, parts book, and current price list must be supplied with the OSV at the time of delivery. All literature must be in English.
Bid must include drawings, for the OSVs, for the dimensions of the deck including width, height, and distance forward from the rear of tracks. Also include the location of the hydraulic couplings, toolboxes, winch mounts, fifth wheel hitch, and fuel tanks.
While the right to make changes and improvements remain with the manufacturer, major changes from previous standard production models must have been thoroughly tested and proven to be satisfactory for use under conditions equal to those specified herein.
