SECTION 1: GENERAL INFORMATION

1.1 SUMMARY OVERVIEW

The State of Oregon, acting by and through the Oregon Department of Fish and Wildlife, (“Agency”), is issuing this Invitation to Bid (ITB) to establish a Contract for Services.

• Expanding Western Juniper reduces habitat suitability for sage-grouse. In partnership with the BLM, ODFW is soliciting bids for juniper cutting and piling work on Steens Mountain, near Crane, OR to increase nesting habitat for sage-grouse.

• Agency anticipates the award of one Contract resulting from this ITB.

• This work may be subject to prevailing wage rate.

1.2 STATEMENT OF WORK

The contractor shall furnish labor, equipment, supervision, transportation, operating supplies, and incidentals to Hand Severe and Hand Pile**; Hand Severe and Lop & Scatter and Flush cut stumps in the areas specified below and as outlined on the attached maps.

All Treatments (live and dead) junipers and other conifers according to the descriptions and specifications listed below. The maps attached identify access and units in the project area.

Project Location: This project is located on the north end of Steens Mountain, approximately 60 miles southeast of Burns, OR. The project site is accessed via Highway 78 and the Virgina Valley Road. Section and portions of sections within Township 29S, Range 36E and Range 35E.

The map attached identifies access and the canopy cover levels in the project areas.

Contractor will cut juniper on Steens mountain (map attached). There will be four treatment prescriptions. (1) Light density 3% canopy cover and medium density 4.5% canopy areas to be treated using lop and scatter. No piling. Light density 3% and medium density 4.5% canopy cover areas to be treated using cut and pile (hand or machine). The map attached identifies access and the canopy cover levels in the project areas.

Lop and scatter specifications (670 acres):

1. All western juniper trees not exhibiting old growth characteristics will be hand severed using a saw or loppers at the lowest stump height.

2. Leave trees maybe requested to be left on each acre treated. All areas greater than 50 percent slope shall be left as reserve areas.

3. Slash shall be reduced to the extent that is within 12 inches of the ground at all points. All limbs must be severed flush to the bole of the cut trees and limbs shall be cut less than 4 feet in length.

Lop and scatter all existing slash so that all top and side branches are free of the central stem so that all the slash is reduced to ground level at all points.

4. The central stem length shall not exceed 8 feet, unless otherwise specified in the task order for longer lengths.

Hand cut and pile specifications (472 acres):

1. All western juniper not exhibiting old growth characteristics will be hand severed using a saw or loppers at the lowest stump height, followed by piling and covering.

Leave trees may be requested in the task order to be left on each acre treated; task order will specify number or size limit of leave trees, spacing and type, if necessary.

Old growth trees exhibit all of the following characteristics; deeply furrowed bark, rounded top and lichen on branches.

2. Material to be treated by hand piling is all slash between ¼ and no larger than 6 inches in diameter and greater than 2 feet in length. Slash less than ¼ inch in diameter or less than 2 feet in length may be left on the ground. Slash left on the ground shall not exceed 6 inches in depth. Task orders may request diameters less than 6 inches due to smoke management limitations.

3. Material larger than 6-inch diameter and stumps need to be a minimum of 5 feet from a hand pile to protect it when the hand pile is burned and to reduce smoke emissions.

4. All piles shall be constructed by laying limbs, stems, cut boles and other slash in the pile to be parallel with each other. On slopes over 15 percent materials shall be piled parallel to the slope so the material does not roll downhill. Slash that causes large air spaces in piles shall be cut or crushed to eliminate air spaces. Each pile shall include an area of small sized slash (small branches less than 1/4 to 1/2 inch in diameter and/or small branches with needles or leaves attached) to provide “kindling” for prompt ignition and to aid in combustion of larger slash. These fuels shall be placed in the center of the pile.

5. Maximum hand pile size shall be 8 feet in diameter by 8 feet in height, and minimum hand pile size shall be 6 feet in diameter by 5 feet in height.

6. Oregon Covering Requirements- All hand piles shall be covered with a minimum of 6-foot by 6-foot piece of 4-mil thickness black polyethylene plastic.

7. Hand piles shall be covered such that at least 80 percent of the pile’s surface area shall be covered. All four corners and the middle of the covering sheets shall be anchored with slash or other debris. The covering sheets must be placed in the top ¼ of the pile.

8. Hand piles shall not be closer than 15 feet to reserve tree’s (leave tree’s) drip line, 10 feet from another hand pile, and 25 feet to a unit boundary.

9. Slash shall not be piled or placed on logs or stumps, in roadways, drainage or canal ditches, or within channel bottoms, streams or within no-treatment zone.

10. Piles shall be compact and free of dirt or other non-flammable material.

11. An inventory or tally of the size, shape and number of piles shall be made following the instructions in the Task Order and recorded on the pile inventory form provided by the Project Inspector.

MITIGATION MEASURES & RESTRICTIONS:

Wildlife – Within Greater Sage-Grouse (GRSG) habitat, cutting of juniper can occur within 4.0 miles of an occupied or pending lek during the breeding season from two hours after sunrise and two hours before sunset; use local information to further refine this period.

There will be no disruptive activities two hours before sunset to two hours after sunrise from March 1 through June 30 within 1.0 mile of the perimeter of occupied leks;

use local information to further refine this period.

All juniper shall be treated except for juniper that meet the following specifications:

• Any tree having survey/monument signs or survey marks on it.

• All trees along fence lines that have fence wire attached to them.

• Trees with cultural significance; obvious wildlife occupation, i.e., cavities or raptor nests;

and Trees showing old growth.

All juniper trees shall be completely severed from the stump. No live limbs shall be left on the stump of cut trees.

Slash shall be reduced to the extent that is 12 inches of the ground at all points. All limbs must be severed flush to the bole of the cut trees and limbs shall be cut less than 4 feet in length.

All juniper trees with unit boundary ribbon or paint shall be cut and piled.

Units will be delineated using Avenza mapping software. Contractors will be required to have Avenza and digital mapping capabilities on site to determine unit boundaries. Unit boundaries may not be flagged.

Any dead and down, or pre-existing red/grey and/or partially burnt slash shall be piled.

Contractor shall protect from damage any bearing trees, corner posts and monuments within or adjacent to the project area(s).

Cut trees shall not be left blocking any roads.

Avoid cutting trees, which have cavity nests (holes for nesting) or stick nests

Camps

Place base camps, spike camps, coyote camps, or other temporary infrastructure in areas that lack invasive plant populations.

Clean up refuse and eliminate subsidized food sources for GRSG predators.

Power wash all vehicles and equipment involved in land and resource management activities prior to entering the project area to minimize the introduction and spread of invasive plant species.

Noxious Weeds and Invasive Plants – Machinery working in the project area is required to be clean and free of soils, seeds and plant parts before being moved into the project area and upon completion of the project. Vehicle use associated with this project would be restricted to existing roads.

Archeology - If a cultural site(s) are discovered, avoid the site(s) and notify the agency representative.

Soils - Avoid driving on any roads other than existing routes within the project area unless otherwise directed

Travel- Stay on designated routes and do not cross private lands unless BLM has permission from the landowner(s). Respect private property boundaries, only cut and fall trees on public lands. Don’t access units through private property unless approved by the agency representative.

When adverse weather would result in resource/soil damage by the contractor on project units or that continued vehicle travel would cause unacceptable road damage, stop work may be required.

TASKS:

Contractor will:

1. Contractor will supply all necessary personnel, equipment, supplies, and materials to complete the task

2. Cut all western juniper via lop and scatter (670 acres) and cut and pile (472 acres) within the project boundary (see details in Section III)
