A deviation is material if, in the Department’s sole discretion, the deficient response is not substantial accord with the ITB requirements, provides an advantage to one respondent over other respondents, has potentially significant effect on the quantity or quality of items bid, or on the cost of the Department. Material deviations cannot be waived. The words “should” or “may” in this ITB indicate desirable attributes or conditions but are permissive in nature. Deviation from, or omission of, such a desirable feature, will not in itself cause rejection of a Bid.

SECTION 2.0 TECHNICAL SPECIFICATIONS
2.1 Scope of Work
The Department is seeking a qualified contractor for hand-planting approximately 189 acres of containerized longleaf pine seedlings, 234 acres of bareroot slash pine and 200 acres of bareroot pond cypress seedlings on Tate’s Hell State Forest in Franklin County, Florida. This work will be performed in accordance with the specifications and conditions listed herein on approximately https://www.dms.myflorida.com/content/download/2933/11777/PUR_1000_General_Contract_Conditions.pdf https://www.dms.myflorida.com/content/download/2934/11780/PUR_1001_General_Instructions_to_Respondents.pdf
623 total acres during the contract period. These sites received prior herbicide treatment and will be burned prior to planting, weather permitting. Refer to APPENDIX A for a map of site locations.
Contractor shall provide all labor, materials, tools, equipment, transportation, supplies and supervision to perform the seedling hand planting specified herein. All seedlings will be provided by the Florida Forest Service.
The anticipated contract period for the project will be from November 28th, 2022, until February 15th, 2023. Field work may not begin until November 28th, 2022, and work must be completed by February 15th, 2023. The Contractor shall notify the FFS Contract Manager 48- 72 hours prior to beginning work to acquire access to the area.
GENERAL:
This Invitation to Bid is for furnishing all labor, materials, equipment, tools, transportation, supplies, and supervision required to hand plant bare rooted slash pine seedlings, bareroot pond cypress seedlings, and containerized longleaf pine seedlings for the approximate acreage as listed herein.
Failure to meet the requirements of the contract may prevent the Contractor from bidding on future contracts for a period of up to three (3) years.
A Florida Forest Service representative must be on site during all active planting operations. No planting shall take place without such representation.
DESCRIPTION AND LOCATION:
The areas to be planted will be scheduled and identified by the Department’s Florida Forest Service with the Contractor. The block boundaries will be identified by distinct natural boundaries, roads, or by flagging and/or paint attached to, or sprayed on, adjacent trees and/or stakes. This will be reviewed with the Contractor prior to planting.
Site 1: 189 acres require planting with containerized longleaf pine seedlings.
Site 2: 234 acres require planting with bareroot slash pine seedlings.
Site 3: 200 acres adjacent to Site 2 require planting with bareroot pond cypress seedlings.
Refer to APPENDIX A for site maps.
PLANTING INSTRUCTIONS
Seedling Planting Procedures
Spacing for Site 1 will be approximately 6 feet by 10 feet for longleaf pine to achieve a stocking density of 726 trees per acre. Spacing for Site 2 will be approximately 6 feet by 10 feet for slash pine to achieve a stocking density of 726 trees per acre. Spacing for Site 3 will be approximately 20 feet by 20 feet for pond cypress to achieve a stocking density of 109 trees per acre.
All seedlings must be planted in a vertical (upright) position. Planting tools must be able to create planting spaces deep enough to prevent “J” or “L” roots. Proper planting techniques require the use of good equipment. Pine seedlings will require a hand-planting tool that will create a planting slit that is at least 8 inches deep (10 inches is preferred) and 3 inches wide to accommodate pine seedling roots and allow proper alignment. If the equipment being used is not adequate, it should be replaced. Pond cypress seedlings have larger root systems than pine seedlings and therefore require larger planting holes. Pond cypress planting tools should be capable of making a slit 12 to 15 inches deep and 4 inches wide to accommodate seedling roots and allow proper alignment.
Soil must be firmly packed around each seedling to prevent air pockets.
All containerized longleaf pine seedlings shall be planted so that the top of the plug is level, or slightly above, but not below the surface of the soil. All containerized seedlings planted with the seedling bud below the soil surface or less than one-half (½) inch above the soil surface will be considered planted incorrectly. All bare root slash pine and bareroot cypress seedlings will be planted to a depth where the root collar of the seedling is one to two inches below the soil surface. If the root collar is greater than one inch above the surface of the soil after the soil has been leveled, the seedling will be considered improperly planted.
The Contract Manager may prohibit planting during extremely hot, cold, or dry weather conditions. This contract may be cancelled if dry weather conditions persist through the specified contract period.
If additional acreage is added to the project, it shall be planted in the same manner. All seedlings provided by the Florida Forest Service are to be planted. Ninety percent (90%) of the prescribed number of seedlings must be planted satisfactorily in accordance with the specifications.
Care, Handling and Storage of Seedlings
The Contractor must protect the seedlings and take precautions to prevent damage to them from the time received until they are planted. This shall include, but is not limited to:
• PROTECTION FROM SUN, WIND, AND ADVERSE TEMPERATURES
Pine seedlings must be handled, stored, and transported in a manner to best protect them from sun and wind damage at all times. Protection from freezing temperatures and excessive heat must also be maintained. Seedlings must be kept in a seedling cooler or covered with a seedling tarp at all times. If shade is available at the planting site, trees must be kept in the shade and covered with the seedling tarp. Damaged bundles of seedlings must be repaired or patched immediately to prevent exposure.
• KEEP PINE SEEDLING ROOTS MOIST
PINE AND CYPRESS SEEDLING ROOTS MUST BE KEPT MOIST AT ALL TIMES PRIOR TO
AND DURING PLANTING OPERATIONS. Trees are not to be placed or dipped in water but may be covered with wet burlap or another suitable material to prevent seedling drying.
• PROTECTION FROM CONTAMINATION
Pine seedlings shall be protected from contamination by material such as gasoline, diesel fuel, oils or chemicals, which may damage the seedlings. The Contract Manager will inspect the seedlings prior to planting and if found to be contaminated, the seedlings will be destroyed and not planted.
• STORAGE OF SEEDLINGS
The Florida Forest Service personnel shall be responsible for delivering the seedlings from the nursery to a centralized location near the planting site. Seedlings will be stored in a refrigerated trailer at or near the planting site. Seedlings will be considered delivered to the Contractor upon delivery to the planting area. Unloading seedlings from the trailer and delivering the seedlings to each individual planting site will be the responsibility of the Contractor. Unplanted seedlings must be re-boxed or re-bundled and returned to the refrigerated trailer at the end of each day.
• AVAILABILITY OF SEEDLINGS
The Florida Forest Service will make every reasonable effort to make the seedlings available when needed by the Contractor, but availability at all times cannot be guaranteed.
• PRUNING AND CULLING OF SEEDLINGS
Tree seedling roots shall not be pruned or cut by the Contractor. If in the Contractor’s judgment any seedlings are not plantable because of long roots or damage, they will be returned to the Contract Manager for inspection. Seedlings to be returned to the Contract Manager will be kept moist and in good condition. No seedlings will be left on the ground unplanted.
EQUIPMENT AND PERSONNEL REQUIREMENTS
The Contractor must use planting equipment acceptable to the FFS as specified herein and plant all required seedlings per site. No materials, labor, or equipment will be furnished by the Florida Forest Service, or the Contract Manager, unless specifically identified. All pine and cypress seedlings will be provided by the Florida Forest Service.
The Contractor must furnish sufficient personnel and equipment to plant an average of at least 40 acres per day and complete the project in the time allowed. A competent foreman shall be designated in writing by the Contractor and will remain at the work site. Failure to meet the requirements of the contract(s) may prevent the Contractor from bidding on future contracts for a period of up to three years.
The Contractor must be equipped with the following hand planting tools; Containerized Seedling Dibble, Bare Root Seedling Dibble or KBC Dibble, and Concave Blade Hoedad.
The Contract Manager will determine the planting site conditions upon arrival at the planting site and will specify which planting tool to use. If the Contractor is using laborers which do not speak the English language, the Contractor shall provide a crew foreman that is fluent in both the English language and the language of the crew.
The Contractor is required to provide at least one vehicle with 4-wheel drive capability to ensure sites are accessible for crews and crew equipment. It is STRONGLY recommended that each bidder, before submitting a bid, inspect the sites where the project is to be completed. Road conditions are variable and FFS crews will not be responsible for getting equipment unstuck or transporting crews.
Planting operations cannot stop for a period longer than 48 consecutive hours without approval of the Contract Manager. Personnel problems must be resolved to ensure delays are minimized.
If adverse weather is a problem, the Contractor must furnish additional personnel and equipment to make up for lost time and ensure timely completion.
The Florida Forest Service, Contract Manager, or his/her representative has the authority to stop work if the project is not being completed as specified. Work will not continue until the deficiency(s) are corrected.
The Contractor will be required to have a GPS with downloading capabilities and will be required to track the perimeters of the work sites. The Contractor must supply the GPS files to the Contract Manager within three working days of completion of a block.
OTHER REQUIREMENTS OR PROVISIONS
RESOURCE PROTECTION
The Contractor shall perform the work in a safe and careful manner and will furnish and use such safety devices, methods and measures as are required to protect Contractor and employees thereof, Department personnel, and the general public against bodily injury and/or damage to property.
1. Protection of native communities: Due to the highly aggressive nature of invasive exotics, the Contractor must take care not to further spread any invasive exotic plant on any State Forest.
No soil disturbing activity may take place in areas infested by invasive exotics. The Contract Manager will identify all infested areas that must be avoided in the project pre-work meeting. All soil-disturbing equipment must be cleaned prior to removal from the site.
2. Protection of Archaeological/Historical Resources - The Contractor, upon the discovery of suspected archaeological or historical materials, shall cease work in the vicinity of such material and immediately notify the Contract Manager.

Protection of streams, lakes, reservoirs and wetlands: The Contractor shall use every precaution necessary to prevent pollution of streams, lakes and reservoirs by fuels, oils, other chemicals, silt or other harmful materials. All streams, lakes and reservoirs shall be kept free of Contractor generated debris. Contractor shall use every precaution necessary to prevent pollution of wetlands and ditches, by fuel, oils, other chemicals, silt or other harmful materials. All wetlands and ditches will also be kept free of Contractor-generated debris.
5. Erosion control - All equipment will be operated in a manner to cause the least disturbance to the soil.
6. Best Management Practices: The Contractor shall adhere to and implement all applicable best management practices for silvicultural operations as outlined in the current Silviculture Best Management Practices Manual.

Upon completion of services, the Contractor shall remove all trash and debris from the site and leave area in same condition as provided by the Department.
All Contractor-generated debris will be removed from the State Forest and properly disposed of by the Contractor. The Department will not pay for hauling, dumping, tipping, trash, hazardous waste fees or other related waste fees.
2.2 Site Visitation
It is STRONGLY recommended that each bidder, before submitting a bid, inspect the site where the project is to be completed to satisfy themselves regarding all general and local conditions that may affect the preparation of their bid and cost of contractor’s performance. Appointments, if needed, for site inspection may be arranged with a Florida Forest Service Representative, Clint Davis, (850)519-3772, Clinton.Davis@FDACS.gov, between the hours of 08:00 a.m. to 04:00 p.m., Monday through Friday. It is the bidders' responsibility to consider any and all site conditions or requirements for the project. A site visit is recommended but IS NOT mandatory.
2.3 Estimated Quantities
The estimated acres are given only as a guideline for preparing your bid and should not be construed as representing actual acreage to be treated under this contract. The Florida Forest Service may contract up to an additional 20% of the specified contract acreage if needed at the same bid price.
2.4 Licensing
Bidder shall maintain through the contract period valid certifications, licenses, and permits required for the services prescribed above. Failure to provide proof of certifications and licenses may result in cancellation of this purchase order/ contract.
2.5 Past Performance/ References
The submission must contain names, addresses, phone numbers and email contacts of three (3) contractors’ most recent completed projects similar in project size and scope as the work, completed within the last five (5) years (See Attachment A- Past References/ References).

The Department reserves the right to contact each customer reference to verify the information provided and validate the performance/ workmanship of the Bidder. If determined by the Department, references must be verifiable within three (3) business days of initial verification attempt by the Department, exclusive of weekends and holidays.
It is the responsibility of the bidder to ensure that all submitted references are verified. The Department will attempt to verify references once via telephone or email. Bids with one or more unverified references may be disqualified. References that indicate any unsatisfactory contractor work performance or workmanship will result in disqualification of the bid. Past performance with the Department will constitute a reference, whether listed or not, and will be used by the Department to determine the respondent's ability to perform services similar to those described in this bid in a satisfactory manner. Unsatisfactory past performance with the Department will result in rejection of that bid.
