About this file

This is a Request for Proposals issued by the State of Alaska, Department of Environmental Conservation, Village Safe Water Program (RFP 26-VSW-AKB-020) for engineering design and construction administration services for a drinking water impoundment replacement project in Atka, Alaska. The procurement encompasses four sequential tasks: impoundment structure investigation and site assessment planning, site and feasibility assessment, design of a replacement water impoundment structure, and construction administration. Deliverables include assessment of existing water collection system conditions, design of a replacement impoundment structure, and oversight of construction of the new impoundment and related appurtenances. The performance period extends from June 1, 2026 through October 31, 2027. Proposals must be submitted by May 8, 2026 at 2:00 PM Alaska Standard Time via email as separate PDF documents for technical and cost proposals. Site visits may be arranged at the bidder's expense by contacting the onsite coordinator. Interested parties must register in writing with procurement officer John McDonald at john.mcdonald@alaska.gov to receive subsequent amendments.

Qualified offerors must possess a minimum of five years of project management experience, current Alaska professional engineering licensure, five years of design experience as a professional engineer in Alaska, construction administration experience, and prior experience working in Village Safe Water Program communities on water or wastewater infrastructure projects. The contract utilizes a mixed payment structure with Tasks 1, 2, and 3 compensated on a Firm Fixed Price basis and Task 4 on a Time and Expense basis. The estimated total contract value falls between $250,000 and $500,000, with the project partially funded through federal grants. Professional liability insurance is required with limits to be determined by the final contract amount. Price is not an evaluation criterion for these engineering services; evaluation emphasizes technical factors including project understanding and approach, project manager experience, team qualifications, workload and resources, and proposal quality. A five-point preference applies to Minority Business Enterprises and Women's Business Enterprises. No incumbent vendor is identified in the solicitation materials. All work products become property of the Department of Environmental Conservation.
