About this file
This Addendum One document issued by the Alaska Department of Natural Resources, Division of Support Services on October 7, 2026, extends the bid submission deadline and provides clarifications to vendors for Invitation to Bid No. 10-012-27 for the Whipple Creek Phase I Subdivision road construction project in Ketchikan. The original deadline of October 9, 2026 at 2:00 PM Alaska Time has been extended to October 14, 2026 at 2:00 PM Alaska Time. Bids must be submitted via email to christopher.brooks@alaska.gov, and submissions received after the extended deadline will be deemed nonresponsive. The addendum provides seven question-and-answer clarifications addressing vendor concerns regarding rock sourcing, material handling, and cost implications.
Key clarifications in the addendum establish that contractors may import rock from outside sources provided it meets specifications at no additional project cost, with no change orders permitted for haul distance, royalties, or related expenses. Contractors may haul overburden off-site to self-furnished waste areas without additional cost considerations. Rock quarry development on Trust Land Office property is not required if imported rock is utilized. Regarding rock encountered during road construction, vendors are required to conduct their own site assessment and incorporate any blasting costs into their bid price; the Trust Land Office will not authorize change orders for rock removal expenses. The addendum confirms that progress payments will be made throughout the project rather than a single completion payment, recognizing that final pavement completion by the Department of Transportation & Public Facilities may not occur until spring 2027. Bids should be submitted to Procurement Specialist Chris Brooks at christopher.brooks@alaska.gov.

Answers to Questions from Vendors
Question 1: Will the owner allow rock to be imported from an outside source as long as it meets the specs?
Answer: Rock may be imported from an outside source as long as it meets specs and at no extra cost to the project. There will be no change orders allowed for extra cost for haul distance, royalties or any other issue related to importing rock from another source and not using the designated rock source on Trust Land Office property.
Question 2: Can overburden be hauled off-site to a contractor furnished waste area?
Answer: Yes, overburden may be hauled off-site to a contractor furnished waste area.
No change orders will be allowed for additional cost to the project related to this.
Question 3: Is it safe to assume that if rock is allowed from outside sources the pit will no longer need to be developed?
Answer: There will be no need to develop rock source on Trust Land Office property if the contractor imports rock from their own source.
Question 4: Is utilizing rock from Trust Land Office property required?
Answer: No, the contractor may use rock from another source and not the designated source on Trust Land Office property. However, no change orders will be allowed for additional cost to the project for haul, rock royalties or any other issue related to this.
Question 5: If sourcing the rock from an established quarry is a better value for the customer/project will that be allowed?
Answer: Yes, this will be allowed but no change orders will be allowed for additional cost to the project for any reason related to this.
Question 6: If rock is encountered during road building, what is the avenue for the extra expense to the contractor?
Answer: Vendors should do their own assessment of excavated material required to construct the road and must put this price in their bid. No change orders will be allowed for additional cost to the project for any rock encountered that will need to be shot. The road P line is flagged and brushed and the Trust Land Office encourages vendors to walk the road and submit their bids accordingly. The Trust Land Office did not anticipate the need for shooting rock in the road prism on our estimation and the road line was intentional about avoiding any rock outcropping but vendors must conduct their own probe to make their own determination.
Question 7: Can you please clarify the payment section. Will progress payments be allowed or is it the Trust Land Office's intention to pay one payment upon completion of the project?
Answer: The Trust Land Office will make payments on progress of the project as we do understand it may be next spring before the Department of Transportation & Public Facilities driveway apron can be paved and completed.
