About this file
This is an Addendum #1 to Invitation to Bid (ITB) 8190 issued by the City of Waterbury, Connecticut Department of Public Works for the Hitchcock Road Water Storage Tank Replacement project. The addendum, dated December 19, 2025, provides clarifications and answers to contractor inquiries regarding the replacement of an existing 1.5 MG standpipe welded steel water storage tank with a new 0.75 MG capacity glass-fused-to-steel (GFTS) composite elevated water storage tank. Key project clarifications include: demolition of the existing tank is not included in the scope of work and will be bid separately in future years; the project does not require compliance with Buy American Iron and Steel (BABA) requirements; DAS Construction Contractor Prequalification is required for projects exceeding $1,000,000; the Good Job Ordinance applies with coordination during the preconstruction meeting; survey control points will be provided by the city with additional survey being contractor responsibility; and Uniformed Traffic Control costs are capped at $5,000 in the base bid. The bid opening is scheduled for January 6, 2026, with Notice of Award anticipated within a few weeks and project construction targeted for spring 2026 with a substantial completion duration of 365 calendar days, though this may be adjusted during contract finalization.
Pricing and project requirements indicate that all bidders must use a fixed allowance value of $105,000 for SCADA control panel, programming, OIT/HMI programming, and Radio Telemetry System work; pavement density cores are not required but tack coats must be applied between asphalt lifts per Connecticut DOT Form 818 specifications; and the contractor is responsible for establishing permanent electrical power with no additional allowance provided by the owner. MBE/WBE participation goals apply to the entire contract value as specified in the ITB project package; proposals over $50,000 must include a 10 percent proposal security via certified check or bid bond. Soil analytical data from November 29, 2021, indicates all soil samples tested below Connecticut DEEP Remedial Standard Regulations for direct exposure and pollutant mobility criteria, with the site located within a Sole Source Aquifer and showing evidence of historical trespassing and solid waste disposal. The project is DWSRF-funded and will coordinate with the City of Waterbury Legal Department regarding final contract terms including potential adjustment to the 365-day substantial completion timeline.

Subject Limited Environmental Assessment of Hitchcock Road Property Waterbury, CT
Dear Mr. Langenauer, Introduction As requested by the City of Waterbury, CT Department of Public Works (the City), Environmental Partners CT, Inc. (EP) conducted a limited environmental assessment of the 7.44 acre parcel of land identified as Parcel 1 on Hitchcock Road in Waterbury, CT (subject Property). The subject Property is shown in Figure 1 below:

AFT
As requested by the City, this scope of work includes a limited database review, limited site walkover and collection of soil samples for laboratory analysis, and preparation of a technical memorandum.
This scope of work is not intended to and does not meet all the requirements and limitations of American Society for Testing and Materials (ASTM) Standard E1527-13 Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process.
The environmental assessment included the following three tasks.
1. Conduct Database Search and Records Review
2. Conduct Limited Site Walkover and Limited Collection of Soil Samples
3. Prepare Environmental Technical Memorandum
The results from this assessment are presented below.
Site Description The site is a predominately wooded parcel with a small clearing in the southeast quadrant that has dense grass. Cleared paths/trails are observed in the southeast portion of the site and an east-west partially overgrown path running through the approximate middle of the Site. Site topography generally slopes from east to west towards Beaver Pond Brook, which is located approximately 400 feet to the west of the subject Property.
Limited Database Search and Records Review Environmental Data Resources, Inc. (EDR) was contracted to conduct a review of environmental regulatory databases. This review was in accordance with the databases and radius required under ASTM E1527-13. The purpose of this database search was to identify businesses or facilities located on, adjacent to, or near the subject Property that would be subject to the Environmental Protection Agency (EPA) or state regulation and to identify potential hazardous waste sites located on or in the vicinity of the subject Property that may impact the subject Property.
A summary of the results of the EDR database search is provided in Attachment A. This review included the following standard environmental record sources:
• Federal NPL Site list
• Federal CERCLIS list
• Federal RCRA TSD facilities list
• Federal RCRA generators list
• Federal ERNS list
• State Department of Energy and Environmental Protection sites list
• State landfill/solid waste disposal sites list
• State leaking UST list
• State registered UST list
D
EP also reviewed the following additional documents for the subject Property:
• Current and historical USGS 7.5 Minute Topographic Maps;
• Historical aerial photographs; and
• Sanborn Fire Insurance Maps.
Potential Releases Three potential releases were reported at 380 Hitchcock Road, adjacent to the subject Property, as follows:
Potential Release No. 1 No database information was available for the first release other than it was listed as a CT Department of Energy and Environmental Protection (CT DEEP) SPILL at the address of 380 Hitchcock Road, Apartment 161, Site ID 9802112. The Site Status is CLOSED and the Contact is Charles Zieminski. No additional information is reported.
Database information regarding the two other reported releases is summarized in the Table on the next page.
Potential Release No. 2 As summarized on the next page, on September 15, 2008 a resident reported to CT DEEP that a person placing mothballs on the ground surface and in the soil outside. The release status is listed as CLOSED.
Potential Release No. 3 A CT DEEP SPILL was reported on May 20, 2013, in which a landscape company dumped approximately 25 pounds of rock salt into the woods. The release status is listed as CLOSED.
Potential Release No. 2 Potential Release No. 3
These two releases indicate that localize dumping potentially has occurred on the subject Property because of the wooded nature of the parcel.
Historical Aerial Photographs Historic aerial photographs of the subject Property were reviewed for the following years: 1934, 1944, 1957, 1963, 1966, 1970, 1972, 1980, 1985, 1992, 1995, 2005, 2006, 2008, 2010, and annual photographs from 2012 through 2020. These aerial photographs show extensive clearing and open space on the subject Property from 1944 through 1970, especially on the south and east portions of the parcel. The east portion of the subject Property remained mostly cleared through 1995. From approximately 1985 to present, there appears to be progressive filling in of the open space on the subject Property with trees, with the exception of the southeast corner of the parcel. Cleared areas and dirt roadways are visible on the east-southeast portions of the subject Property between 1985 through 2020.
Figures 2 and 3 below show images from 1934 and 2016, respectively.
Figure 2 - Property in 1934 Figure 3 - Property in 2016
From approximately 1992 to present a partially cleared pathway is observed running east to west through the middle of the parcel. The pathway begins approximately where Hitchcock Road turns from north to east-northeast along the eastern side of the parcel and at the north end of the cleared area on the southeast portion of the parcel.
D
Information from Site Walkover Ms. Sarah Bucci of EP conducted a walkover of the subject Property on October 28, 2021. At the time of the site visit, the weather was partly cloudy and approximately 40°F. The purpose of the site walkover was to identify, to the extent possible, adverse recognized environmental conditions, i.e., the presence, or likely presence, of any hazardous substances or petroleum products (OHM) on the subject Property, and conditions that could indicate an existing release, past release, or material threat of release of OHM to the ground or groundwater of the subject Property. The majority of the site consists of wooded forest. No interviews with the past or present owners, occupants, or with state or local government officials were conducted as part of this assessment.
Photographs of representative views of the subject Property taken at the time of the site walkovers are provided in Attachment B. There are 81 photographs in the attachment. Some photos have been labeled for clarity. Photos are included from Sample Sites A, B, C, and E.
During the site walkover, potential areas of environmental concern were photographed. The following list summarizes site observations and features identified during the site walkover.
Photographs of most of these features are included in Attachment B.
Primary observations throughout the subject Property included domestic refuse, such as:
• Tarps
• Tires
• Pressed wooden boards
• Mattresses
• Bedframes
• Plastic bottles
• Food wrappers
• Plastic cups
• Straws
• Lids
• Broken glass
• Carpet
• Pipes
• Chairs
• Metal…
