About this file

This is an Invitation to Bid (ITB) issued by the Georgia Department of Transportation (GDOT) for demolition and removal services in right-of-way and easement areas. GDOT is soliciting bids from pre-qualified firms to provide complete demolition of improvements, structures, and other encumbrances for a project located in Dougherty County (PI# 0015475), specifically at SR 133 @ CR 234/Lovers Lane Road for a roundabout project in Albany. The scope of work includes removal of a 30' x 22'9" metal canopy structure with nine steel poles, concrete footers, and miscellaneous debris piles totaling approximately 5 cubic yards, with all debris to be properly disposed of in accordance with Georgia waste management regulations. The bid submission deadline is April 17, 2026, at 2:00 PM EST, with questions due by April 14, 2026, at 2:00 PM EST. No formal bidders' conference is scheduled. The contract term is thirty (30) days from the Notice to Proceed, and work must commence within two weeks of Performance and Payment Bond submission or the contract may be terminated. GDOT anticipates awarding the contract to one firm based on the lowest responsive and responsible bid.

The award will be made to the lowest responsive and responsible bidder without set-asides or incumbent preferences. Pricing will be evaluated on a unit-price basis, with total bid price adjusted to reflect unit pricing in cases of discrepancy. The selected contractor must provide a Performance and Payment Bond in the amount of 100 percent of the total bid price within ten business days of receiving the Notice of Intent to Award and must maintain comprehensive insurance coverage including workers' compensation (statutory), commercial general liability ($1,000,000 per occurrence/$3,000,000 general aggregate), and automobile liability ($1,000,000 combined single limit). Pre-qualification status in the E-3 Demolition service class is mandatory for the prime contractor, and all subcontractors performing services requiring prequalification must also hold current certification. GDOT encourages participation from small businesses, female-owned businesses, and minority-owned businesses, with a 15 percent overall annual goal for disadvantaged business enterprise (DBE) participation. Daily liquidated damages of $500 per day apply for work not completed within the thirty-day period, and failure to provide required bonding and insurance within five business days of notice to proceed results in forfeiture of all deposits.
