ODF’s Single Point of Contact within a reasonable time period (as determined by ODF) prior to the submission deadline to make arrangements for alternate delivery or an alternate format. ODF is not responsible for incomplete bids or bids that were not correctly addressed to email of Single Point of Contact identified in Section 1.4. Only approved alternative delivery or formats may be accepted.

Note: In an effort to help slow the spread of COVID-19 in Oregon and protect employees and the public, the Oregon Department of Forestry (ODF) has changed the way it provides services at its main office located at 2600 State Street, Salem, effective March 23, 2020. Offices will remain open and can be reached by phone during regular business hours, but in-person interactions between staff and the public will be by appointment only. In support of this effort, ODF requires the submission of email bids (electronic procurement) for this solicitation; however, if this is not possible, Bidder shall make other arrangements for bid delivery with the Single Point of Contact as specifically described above.

ODF is committed to providing important services to Oregonians while reducing the risk of exposure for customers and employees. Because many ODF offices are not configured in a manner to allow for social distancing, this approach will help mitigate that risk without substantively affecting service delivery. We appreciate the public’s patience as we strive to continue providing important services during this unprecedented disruption to daily life.

Bids must be received by the Agency before the scheduled Solicitation Document Closing date and time, found in Section 1.2. Late Bids will not be considered.

PRICING SUBMITTAL FORM

The undersigned submits the following Bid for furnishing all labor, supervision, transportation, equipment, and materials needed to complete tree planting services for the Oregon Department of Forestry (ODF) in the Forest Grove and Tillamook District, beginning January 2, 2023, and ending April 30, 2023, unless extended.

The successful low bidder will begin this contract on December 1, 2022, with all planting to be completed between January 2, 2023, and April 30, 2023.

Bidder’s note: ODF intends to award a price agreement to the lowest Bidder(s) for the Work Area. Lowest Bid will be determined by the lowest total amount. During the Intent to Award phase of the solicitation, ODF reserves the right to remove acres in order to bring the work within budget. However, removing acreage will not affect the method of award.

PRICING REQUIREMENTS:

• Bidder MUST provide unit pricing for ALL items listed, even for those items that show a zero estimated quantity volume at this time.

• The estimated quantities listed below are for the initial Contract term and are not a guarantee of purchase but will be used to determine award. Quantities will be confirmed in late 2022 after stocking surveys have been completed. If a Contract is awarded, Agency may request more, or fewer amounts of the quantities described below. Agency may remove entire items. The unit price will apply to any resulting purchase.

• All travel, per diem, transportation and other expenses must be included in the unit price submitted by Bidder. Travel time and expenses to and from job site will not be paid. No move-in, move-out, or demobilization costs will be paid.

• Payment will be made only for inspected acreage that has been certified with acceptable work quality level services completed.

• The total Bid price for determining award will be calculated by multiplying the estimated quantity of acres by the unit price to determine the total amount. Total amounts within Work Area will be added to determine the total amount. Award will be made to the lowest Responsible and Responsive Bidder for the Work Area. The State reserves the right to withdraw any or all items within the Work Area from award consideration. ODF may select any, all, or none of the Items within the Work Area for award.

• If a contract is awarded, the Agency will award the Contract to the Bidder(s) whose Bid will best serve the interests of the Agency, considering price as well as considerations including, but not limited to, experience, expertise, product functionality, suitability for a particular purpose and contractor responsibility under ORS 279B.110.
