About this file

This Addendum No. 1, issued July 31, 2026, modifies Invitation to Bid (ITB) 26-33/NB(R) for the City of Hampton, Virginia, for the bulk delivery of motor oils, antifreeze, and hydraulic fluid. The solicitation requests bids for five lubricant products: 5W20 synthetic motor oil, 5W30 synthetic motor oil, 15W40 conventional motor oil, Final Charge Red Antifreeze (50/50 pre-diluted, ready-to-use formulation), and AW68 hydraulic fluid (ISO VG 68). A significant change from the original ITB is the intentional omission of 7,500 gallons of Diesel Exhaust Fluid, which will now be sourced through the City's fuel contract. Tank monitors remain a hard requirement for all applicable lubricant products to support inventory management and ensure uninterrupted product availability. The bid due date has been extended to Thursday, August 6, 2026, at 2:30 PM EST. The award will be made to the responsive and responsible bidder submitting the lowest total evaluated unit pricing that meets the specifications.

Pricing shall be submitted on a per-gallon basis and must be FOB Destination, including all shipping, delivery, freight, handling, fuel surcharges, and incidental costs. The City intends to secure fixed pricing for the initial contract term to provide budget stability and predictability, with no interim price adjustments permitted during the annual period. Any price adjustments will be reconsidered only at the time of contract renewal and limited to the lesser of the percentage change in the Consumer Price Index for all urban customers (CPI-U) or three percent (3%). No minimum or maximum quantities are guaranteed under this bid. Bidders must acknowledge receipt of this addendum or their bid may not be considered, and use of the revised pricing sheet is mandatory.

ADDENDUM NO. 1

DATE: July 31, 2026 ITB: ITB 26-33/NB(R) Bulk Fluids DATE ISSUED: July 21, 2026 BID DUE: August 6, 2026 at 2:30 PM EST (CHANGED) SUBJECT: To Provide Answers to Questions Received, Provide a

Revised Pricing Sheet, and Extend Closing

Ladies/Gentlemen:

Addendum #1 is being issued to provide answers to questions received regarding the above bid, to provide a revised pricing sheet, and extend closing.

The closing date for ITB 26-23/NB(R) will now be Thursday August 6, 2026 @ 2:30

PM EST.

Questions:

1) Question: Within the original ITB 26-33/NB, there was a line item for 7,500 gallons of Diesel Exhaust Fluid. That product and its associated volume weighed much in favor for the pricing of the other much lower volume lubricants. Please confirm that under the re-bid now that the Diesel Exhaust Fluid has intentionally omitted and if so what is the disposition of that product supply?

Answer: Yes, the Diesel Exhaust Fluid (DEF) was intentionally omitted as the City is getting that fluid delivered through the Fuel contract.

2) Question: Price Escalation/De-Escalation – in light of the extreme volatility in the petroleum and chemical additive markets, as well as escalating insurance and transportation costs, is it the City’s intention to have a firm fixed price for the first annual period with only price changes limited to the lesser of (a) the percentage change in the current Consumer Price Index for all urban customers (CPI-U) or (b) three percent (3%) at the beginning of each subsequent annual renewal? In other words, there is no relief available to the contractor in the interim of the annual periods for price adjustments due to market conditions?

Answer: Yes, the intent is to secure fixed pricing for the initial contract term to provide budget stability/predictability. Any price adjustments, if applicable, can be reconsidered at the time of contract renewal. Under this terms there would be no Interim price adjustments.

3) Question: Tank monitors can add a significant cost to a contractor in light of the lower repetitive re-fill requirements for lubricants based upon the annual volumes listed compared to that originally of the Diesel Exhaust Fluid. With that in mind, are tank monitors still a requirement for all six of the lubricant products listed now on the re-bid, understanding that they only increase the cost of the fluid itself?

Answer: Yes, tank monitors are still a hard requirement for all applicable lubricant products identified in the solicitation. Tank monitoring is an indispensable an important component of inventory management and maintaining uninterrupted product availability

4) Question: Is the Final Charge “Red” Antifreeze desired a 50/50 pre-diluted, ready to use formulation or a full concentrate product?

Answer: This item needs to be a 50/50 pre-diluted, ready-to-use formulation of Final Charge Red Antifreeze. See page 3 for revised pricing sheet.

Bidders must take due notice and be governed accordingly. This addendum must be acknowledged as indicated in the Request for Proposal or your Bid may not be considered.

All other terms and conditions must remain the same.
