About this file

ITB 2527H123 Amendment 1 pertains to the Alaska Department of Transportation and Public Facilities, Division of Alaska Marine Highways, and solicits bids for testing, removal, and disposal of oily waste from vessels and holding tanks at the Juneau/Auke Bay terminal. The scope of work encompasses standby-time hourly rates for contractor availability during vessel operations and per-gallon pricing for testing, removal, transportation, and disposal services, with an estimated annual quantity of 10,000 gallons. Sealed bids are due November 2, 2026, at 2:00 PM Alaska Standard Time and will be publicly opened at that time. Optional site inspections may be arranged by contacting Frank Wyne at 907-228-6829. The Notice of Intent to Award is scheduled for November 4, 2026, with contract issuance targeted for November 16, 2026. The initial contract term runs from December 1, 2026, through November 30, 2027, with four optional one-year renewals at the state's discretion. Award will be made to the lowest responsive and responsible bidder.

Pricing shall be firm fixed on an as-needed basis through July 31, 2027, with CPI-U adjustments for Alaska permissible upon request with at least thirty days' notice prior to contract renewal. Multiple Alaska-specific preferences apply: 5% Alaska Bidder Preference, 5% Alaska Veteran Preference (not to exceed $5,000), 15% Employment Programs preference, 10% Alaskans with Disabilities preference, and 2% Alaska Military Skills Program preference (not to exceed $5,000). Contractors must hold current EPA Numbers, Hazardous Materials Certificates of Registration, and Emergency Response Certificates at bid submission. Insurance requirements include Workers' Compensation, Commercial General Liability at $300,000 minimum combined single limit, and Commercial Automobile Liability at $300,000 minimum combined single limit. No subcontractors or joint ventures are permitted; contractors assume full responsibility for oily waste after pickup, including transportation, storage, handling, and regulatory compliance. All work must be performed in the United States. Bidders must submit sealed bids on all items within the lot to be considered responsive. For amendment registration and bid document inquiries, contact Procurement Officer Dan Worsham at dan.worsham@alaska.gov or 907-465-6949.
